The Grand Council Leader is a very tall Mobian komodo dragon with dark green skin, red eyes and a long, creepy tongue. She wears a dark purple coat with matching boots.

The Grand Council Leader is the fair but firm and strict leader of the Grand Council who wishes to preserve order in Jungle Zone. She can be extremely temperamental at times, especially when those under her employment disappoint her. She does have moments where she shows mercy, however. She and the rest of the Grand Council is secretly scheming to conquer Mobius.
