My Comments
Is the data AARO analyzed public or secret? The UAP data appears to be classified - hidden from the public.

According to the 2022 DNI UAP report: "Some of these uncharacterized UAP appear to have demonstrated unusual flight characteristics or performance capabilities."
What happened to the above data points? How were the unexplained behavior explained, by ignoring and hiding the data? By pretending the issues were explained by deleting them from the public record?
The scientific method is severely curtailed when the corpus of data is hidden from public review.

A Logical Method To Show The DoD Knows the Tic Tacs Are Not Terrestrial, by the SETI Nuggets Editor, June 7, 2021
The upcoming Senate June 2021 UAP report appears to conclude the Tic Tac UAPs probably originated on Earth.
I believe the DoD ruled out the possibility the Tic Tac UAPs originated in a foreign state on Earth.
Here's my reasoning:
The Tic Tacs and other UAPs committed incursions into US airspace over and around military installations.
If the DoD thought UAPs making incursions into restricted areas were piloted by a foreign human enemy adversary they probably would have attacked the invading aircraft.
None of the pilots interviewed on YouTube or other news sources said the US pilots tried to attack the UAPs. If it was China or Russia buzzing US military installations, likely the pilots would have attempted to destroy the illegally invading aircraft.
For this reason, I believe the DoD ruled out the possibility the Tic Tac UAPs originated in a foreign state on Earth contrary to the DoD conclusion stated in the Senate UAP report.

My Comments
The three Stars and Stripes videos are fascinating. Several high-level aeronautical and intelligence experts discussed UAPs.
Intelligence Authorization Act For Fiscal Year 2021
Section: "Advanced Aerial Threats"
"The Committee supports the efforts of the Unidentified Aerial Phenomenon Task Force at the Office of Naval Intelligence to standardize collection and reporting on unidentified aerial phenomenon, any links they have to adversarial foreign governments, and the threat they pose to U.S. military assets and installations."
"However, the Committee remains concerned that there is no unified, comprehensive process within the Federal Government for collecting and analyzing intelligence on unidentified aerial phenomena, despite the potential threat."
My Comments
1) The goal of the legislation is to analyze the "threat they pose to U.S. military assets and installations".
The legislation appears to omit analyzing threats to civilian and non-military assets and infrastructure.
2) "the Committee remains concerned that there is no unified, comprehensive process within the Federal Government for collecting and analyzing intelligence on unidentified aerial phenomena, despite the potential threat."
The language "potential threat" in the legislation is singular not the plural "potential threats". The legislation makes the unsupported assertion there's a singular "potential threat" from UAPs. Actually, there may be many potential threats from UAPs that originate from various interstellar locations.
3) Are the UAPs operating independently of each other or are the UAPs acting together? We have no reason to conclude UAPs are acting independently or together.
"The Committee further directs the report to include:
1. A detailed analysis of unidentified aerial phenomena data and intelligence reporting collected or held by the Office of Naval Intelligence, including data and intelligence reporting held by the Unidentified Aerial Phenomena Task Force;
2. A detailed analysis of unidentified phenomena data collected by:
a. geospatial intelligence;
b. signals intelligence;
c. human intelligence; and
d. measurement and signals intelligence;
3. A detailed analysis of data of the FBI, which was derived from investigations of intrusions of unidentified aerial phenomena data over restricted United States airspace;"
Conclusion
It does not seem likely UAPs are obtaining authorization to fly above various countries. Also, it's unlikely the ETs are certified to operate their spacecraft on Earth. Maybe the pilots have licenses from other galaxies.
UAPs Friends or Foes? March 30, 2021
The US Senate Intel Authorization Act uses the terminology "potential threat". If we assume the manufacturers of the UAPs are millions of years more technologically advanced than humans, it is worth while to speculate on the possible meanings of UAP sightings.
UAPs can presumably destroy humans and the UAPs can if they want land on Earth. By my estimation, the typical UAP sighting involves a UAP spacecraft jinking it up with puzzling maneuvers, playing tag, with military and ordinary aircraft.
Are the UAPs banshees warming up outside the fort? Are they toying with humans by sending a message of erratic behavior? Will humans be their lunch?
We don't know if UAPs are acting independently or in concert. Whether UAPs are friends or foes of humans is one concern. Another is the possibility visiting UAPs may have various friend or foe relationships with other visiting UAPs.
