How to verify a SETI signal:
The best way to verify a SETI signal I discovered is to analyze the nonrandom messages in these two paperback books. The messages are distributed vertically down the leftmost and the rightmost characters of each line of text on a given book page. See, the setilinguistics blogspot.

2. Dreamcatcher, by Stephen King
In my opinion, the SETI signals in the Schwarzkopf book are more interesting than the signals in the Stephen King Dreamcatcher book.
However, it probably requires human pattern recognition to discern the messages in the HNS book.

Verifying a SETI Signal
The easy case could occur if the signal or LGM said in perfect English: Take me to your leader.
A difficult case would be detecting a signal that's close to random noise.
Another possibility is a SETI signal can be sent combined in layers. Layer 0 may be unencrypted. Layer 1 for example could be encrypted using AES 256-bit encryption. Layer 2 may be coded so only a quantum computer can decode that layer. Additional layers may be encrypted with methods only susceptible to decoding with technology an advanced civilization, or segment, could develop.
If the public at large examines a signal at Layer 0 the verification will be out of the hands of those who may be against verifying the existence of a SETI signal.
To the best of my knowledge no professional astronomer has ever discovered a SETI signal because they are intellectually committed to radio telescopes.
