My Comments
The list of recommendations suggested by Frmr F-18 Pilot, Ryan Graves is in my opinion his reaction to years of UAPs he personally observed. It appears the interactions with the UAPs are daily and ongoing to the present.
Someone should go there, to the location specified by Frmr F-18 Pilot Ryan Graves in his AIAA presentation, rent a Cessna, and snap a few high quality pictures of ET produced UAPs. See, Cessna aircraft.

My Comments
Based on the video and crew remarks in the Mexican airliner, there is some but not convincing data of a UAP encounter.
Forensics performed by NARCAP could help verify the authenticity of the cockpit video. The person speaking in the video in the cockpit could be matched to a verified airline crew member. The cockpit controls and what they showed in the video could be verified as they are, or are not, authentic.

If the UAP presence is robust and the geolocation of the continuing sightings is unclassified it should be fairly simple for a civilian project to capture a mountain of scientific data.
