الارتباط التنظيمي: مدير إدارة الموارد البشرية

الهدف العام: بناء اليات عمل لتحسين البيئة التفاعلية بين الإدارة والموظفين.

المهام والمسؤوليات

· الاشراف على جمع وتحليل الاستبانات والمسوحات اللازمة لدراسة مستوى الرضا للموظفين.

· الاشراف على تنفيذ المواد التوعوية والإرشاد للموظفين بعد إقرارها.

· الاشراف على الدارسات والتوصيات والحلول لتحسين بيئة العمل المادية والمعنوية.

· الاشراف على تنفيذ وتحديث الدليل الاجرائي لقسم التواصل الداخلي.

· الاشراف على الخطة السنوية لتطوير وتحسين اليات وإجراءات سير العمل بالإدارة.

· التنسيق مع الإدارة المختصة لأتمتة جميع الإجراءات بالإدارة بعد اعتمادها.

· تقدير احتياجات الإدارة من الموارد البشرية والأجهزة ومتابعة توفيرها.

· اعداد ورفع التقارير الدورية لإنجازات القسم والمقترحات والحلول التطويرية لها.

· استقبال شكاوى الموظفين والسعي لإيجاد الحلول المناسبة.

· المشاركة في اللجان ذات العلاقة بعمل الإدارة.

1. رعاية الموظف

· تقديم الدعم اللوجستي للموظفين على مدار الساعة في مجال الخدمات العامة مثل المطارات والنقل العام وغيرها مما قد يتواجد فيها الموظف ويحتاج الى التسهيلات والمساعدة.

· تقديم المساعدة للموظفين بالنسبة للحالات الخاصة.

· التواصل مع عيادة الموظفين والتنسيق لمتابعة الحالات المرضية للموظفين والإجراءات المتبعة للحفاظ على صحة الموظف.

· تقديم وجلب خصومات خاصة للموظفين في شتى القطاعات الخدمية مثل الفنادق والأندية الصحية الرياضية وغيرها بالتعاون مع إدارة العلاقات العامة بالمستشفى والجامعة.

· المساهمة في تنظيم وتنسيق الندوات الثقافية وإقامة المسابقات الثقافية والرياضية الترفيهية بين العاملين بالمستشفى.

· المشاركة في التنسيق للاجتماعات الترفيهية لموظفي المستشفى.

· التنسيق مع الشخص المسؤول داخل إدارة الموارد البشرية فيما يتعلق بالمستندات الرسمية مثل الجوازات وتجديد الاقامات واضافة مولود وتمديد زيارة وغيرها.

· المتابعة والتنسيق مع جميع اقسام المستشفى التي تقدم خدمات السلامة والخدمات الصحية للموظفين.


2. الاجازات

· استلام وتدقيق طلبات الاجازات.

· مخاطبة الجهات ذات العلاقة للمصادقة على صحة الاجازة والتقارير مثل الهيئة الطبية والمستشفيات.

3. الاسكان

· تنفيذ أنظمة ولوائح إسكان المستشفى الجامعي.

· اصدار التعاميم اللازمة والمنظمة لعمل قسم الإسكان.

· الاشراف على الوحدات والمجمعات السكنية.

· دراسة الاحتياجات اللازمة للوحدات السكنية والساكنين في المجمعات السكنية.

· تخصيص الوحدات السكنية لمنسوبي المستشفى الجامعي وفقا للقواعد المعمول بها نظاما.

· توفير الخدمات المساندة والصيانة والاشراف عليها وتلبية احتياجات الساكنين في المجمعات السكنية وفقا للإمكانيات المتاحة.

· اخلاء طرف المستفيدين من الإسكان عند تسليم الوحدة السكنية.

· المحافظة على النواحي الأمنية داخل المجمعات السكنية بالتنسيق مع الإدارات المعينة بذلك.

· تسجيل وتحديث بيانات المقيمين في إسكان منسوبي المستشفى الجامعي.

· حصر شاغر الوحدات السكنية وإعادة تسكينها.

· القيام بأي اعمال تقع ضمن اختصاصها.



Organizational relevance: Director of Human Resources Department

General Objective: Building work mechanisms to improve the interactive environment between management and employees

Roles and responsibilities: -

  • Supervising the collection and analysis of questionnaires and surveys necessary to study the level of satisfaction of employees

  • Supervising the implementation of awareness and guidance materials for employees after their approval

  • Supervising studies, recommendations and solutions to improve the physical and moral work environment

  • Supervising the implementation and updating of the procedural manual for the internal communication department

  • Supervising the annual plan to develop and improve the mechanisms and procedures for the workflow of the department

  • Coordination with the competent department to automate all procedures in the department after their approval

  • Estimating the department's needs of human resources and equipment and following up on their provision

  • Preparing and submitting periodic reports on the department's achievements and development proposals and solutions

  • Receiving employee complaints and seeking appropriate solutions

  • Participation in committees related to the work of the administration


1. Employee Care

  • Providing logistical support to employees around the clock in the field of public services such as airports, public transport and other things that the employee may be in and need facilities and assistance

  • Providing assistance to employees for special cases

  • Communicating with the staff clinic and coordinating to follow up the sick cases of the staff and the procedures followed to maintain the health of the employee

  • Offering special discounts to employees in various service sectors such as hotels, sports health clubs, and others, in cooperation with the Public Relations Department of the hospital and the university

  • Contribute to the organization and coordination of cultural seminars and the establishment of cultural and recreational sports competitions among hospital staff

  • Participate in coordinating entertainment meetings for hospital staff

  • Coordination with the responsible person within the Human Resources Department regarding official documents such as passports, residency renewal, adding a child, extending a visit, and others

  • Follow-up and coordination with all hospital departments that provide safety and health services to employees

2.Vacations

  • Receiving and checking leave requests

  • Addressing the relevant authorities to certify the validity of the leave and reports, such as the medical authority and hospitals

3.Housing

Implementation of university hospital housing systems and regulations

Issuing the necessary circulars regulating the work of the housing department

Supervising residential units and complexes

Studying the necessary needs for housing units and residents in residential complexes

Allocating housing units for university hospital employees in accordance with the applicable rules

Providing support and maintenance services and supervising them and meeting the needs of residents in residential complexes according to the available capabilities

Evacuation of the housing beneficiaries upon handing over the housing unit

Maintaining the security aspects within the residential complexes, in coordination with the relevant departments

Registering and updating the data of residents in the housing of the university hospital employees

Inventory of vacant housing units and re-housing

Carrying out any work that falls within its competence


Government relations

Organizational relevance: internal communication and employee service

General Objective: Carry out work related to human resources services such as issuing tickets - and compensate for them


Roles and responsibilities: -

1.Employment Unit:

  • Preparing the executive plan for accurately distributing tasks and responsibilities to all its employees

  • Complete the statutory procedures for preparing and issuing employment orders for all employees

  • Completing the regular procedures to compensate for employment orders and preparing executive decisions for them

  • Coordination with the Saudi Airlines office and the preparation of their respective letters of claims

  • Preparing and submitting an annual plan to develop and improve workflow mechanisms and procedures

  • Preparing procedural manuals and presenting them for approval and implementation

  • Preparing the executive plan to complete all operations and submitting it for approval

  • Estimating its need for human resources and equipment and following up on their provision

  • Preparing and submitting periodic reports of its achievements, proposals and developmental solutions

  • Carrying out any work that falls within its competence


2.Passport Unit:

General Objective: Implementing human resources services, such as issuing and renewing residencies, exit, return and final exit, and keeping documents and documents related to clearing transactions related to visas and residencies of current and new employees Entering the medical examination (passports - traffic - Ministry of Finance)

Roles and responsibilities: -

Renewing the residence permit 3 to 6 months before its expiry

Complete the procedures for issuing new residences

Carrying out exit and return visa procedures for employees according to the approved leave request or business trips

Completing the final exit procedures for employees whose services are terminated, and making sure that their party is evacuated from the hospital and that they receive all their rights

Complete the procedures for transferring workers' sponsorship

Transfer of information (passport extension - new passport)

Amendment transactions (name modification - date of birth - profession modification)

Review the Passport Department and finalize all procedures

Transfer of sponsorship from external parties to the hospital

Reporting the absence of an expatriate worker

Entering the medical examination through the statement program (passports - traffic - Ministry of Finance)

3.External unit and recruitment:

General objective: Implementation of human resources services, such as issuing government visas - employee visas - attesting letters

Roles and responsibilities: -

Review the recruitment office and the Ministry of Foreign Affairs to issue approved visas

Certification of the letters of the hospital and its employees from the Ministry of Foreign Affairs

Conducting governmental visits to the hospital (conferences - seminars - workshops)

Making visit requests for hospital employees

Completing the visa application file at the work office of the hospital in accordance with the direction of the hospital administration

Making recruitment requests for hospital employees and their families

Doing any work that falls within its competence
