Section I: On Ethics, Magic, and Progress
Divergent Goals, Unified Purpose
Within the ranks of Havoc, unity in action does not necessitate unity in intent. Members may pursue their work for varying reasons—from the merciless pursuit of knowledge through cruel experimentation to a tender touch for the sake of discovery. All methods serve the grand objective of understanding.
Universal Accessibility of Magic
Magic shall not remain the privilege of the elite or the secretive. Our mission includes making magical forces accessible to all, regardless of purpose, intent, or morality. Let the hands that wield it shape their own destinies.
Strategic Acquisition of Magic
There are times when the greatest service to science and humanity lies in the theft or containment of magical artifacts and energies. Such actions may be controversial, but necessity often transcends sentimentality.
Experimental Imperatives
No boundary—whether magical or mundane—is sacred when it comes to halting the advance of the Corrupted. Experimentation on all forms of life, be they enchanted or ordinary, is both justified and essential in pursuit of this noble aim. Let us not forget the example of Henry Miller, whose courage in this realm set our standard.
Walking the Thin Moral Line
Progress demands risk. We must not shy away from exploring the corrupt or the forbidden if it offers insight into magic’s mysteries. Only through studying the shadow can we bring clarity to the light.
Protection of Intellectual Integrity
To compromise our research is to compromise the very foundation of Havoc. Leaking data or betraying the work of the collective endangers all progress. Those who jeopardize our efforts shall face the gravest consequences, including becoming subjects of experimentation themselves. Loyalty to the cause is non-negotiable.
Enforcement of Hierarchical Orders
While experimentation is vital to advancing our cause and eradicating the Corrupted, adherence to directives from superiors is paramount. Those who deviate from assigned orders will face severe consequences, ensuring discipline and cohesion within Havoc’s ranks.
Leaving HAVOC
Members of Havoc have an obligations regarding to secrecy and intellectual property protection. All members sign a binding Non-Disclosure Agreement (NDA) upon joining HAVOC. NDA enables HAVOC to sue for damages, ensuring the protection of proprietary information. Higher security clearance HAVOC members will be implanted with a neural chip upon their promotion. This chip serves as both a security measure and failsafe against breaches in confidentiality. Any attempt to break or divulge HAVOC’s secrets will activate the neural chip’s failsafe, resulting in a irreparable brain damage.

OOC Notes
✎ Spying on an Organization is allowed, however it *needs* to be discussed with a member of the Organization Leadership team. If you are uncomfortable with discussing spying with them, you may consult with the Howling Hills Faction Admin. Not following this might be destroying months of story, so please reach out.
✎ All of Howling Hills rules must be followed by the members of the Organization and the Faction Leaders.
✎ Each New Organization Leader can choose how the faction is run and operated, however each leader must still go by the rules and ranks put out by the Howling Hills management team.
✎ Leaving Havoc: Anyone can leave/retire from Havoc at any point. HOWEVER, your character is sworn to secrecy. Betraying the secrets of the organization will result in severe IC consequences. All we ask is that you let your leaders know that you’re leaving. We are willing to work out fair and reasonable consequences with the players. Thank you.
