Chapter 1: Introduction to the R.D.A.
The Role and Mission of the R.D.A.
The Realm Defenders Agency is an elite force of individuals highly trained in a diverse range of specialized operations. All agents should adhere to the governing laws set by Local & World Council government while wearing the R.D.A. Badge.
Duties and Responsibilities
As an agent of the R.D.A., your mission is to protect and serve the community by investigating and responding to criminal activities. These can include:
Common and violent crimes – Preventing & investigating offenses that threaten public safety.
Public corruption and civil rights violations – Ensuring justice & accountability within government & law enforcement.
Terrorism and cyber crimes – Detecting and neutralizing modern threats in both the physical and digital arenas.
Motivated and organized crime – Unraveling financial frauds & dismantling criminal syndicates.
Corrupted threats and anomalies – Confronting and mitigating dangers posed by corrupted entities and unexplained phenomena.
As an R.D.A. agent, you are more than just an enforcer of the law, you are a guardian standing against the forces that seek to disrupt order and endanger the community.
R.D.A. Codes of Conduct
R.D.A. agents are held to a high standard, and any action that jeopardizes public trust, security, or the integrity of the agency can lead to termination.
Criminal Activity
Engaging in felonies or serious misdemeanors, including fraud, bribery, drug offenses, or violent crimes.
Accepting bribes or engaging in corruption-related activities.
Unauthorized sharing of classified or sensitive information.
Policy Violations and Misconduct
Misuse of authority or failure to follow standard protocol for handling incidents.
Sexual harassment, discrimination, or workplace misconduct.
Fraternization between Agents or the Public while On Duty.
Excessive use of force or engaging in unlawful detainment or abuse of individuals.
Tampering with evidence or interfering with investigations.
Security and Ethical Violations
Unauthorized use of R.D.A databases for personal reasons.
Failure to pass security clearance renewals due to substance abuse, blackmail or recent criminal activity.
Unauthorized communications with foreign governments or intelligence agencies.
Disciplinary Actions
Agents of the R.D.A. are expected to uphold the highest standards of professionalism and ethical conduct. Failure to comply with agency policies, including violations of the code of conduct, may result in disciplinary action. The severity of the disciplinary measures will depend on the nature and extent of the violation. Possible consequences include:
Written Warning – A formal notice documenting the infraction and expectations for improvement.
45-Day Probationary Period – A period of close monitoring during which performance and conduct will be evaluated.
Suspension – Temporary removal from active duty, with or without pay, based on the severity of the violation.
Termination – Dismissal from the agency due to serious or repeated violations of the code of conduct.
All disciplinary actions will be reviewed on a case-by-case basis to ensure fairness and consistency in enforcement.
4. Professional Performance Issues
Chronic failure to perform assigned duties.
Disrespecting other agents or refusing orders from higher ranking Agents.
Abandoning post or unauthorized absences.
5. Public Scandals or Reputation Damage
Behavior that brings discredit to the R.D.A., such as public misconduct, unethical relationships, or reckless social media activity.
Chapter 2: Dress Code and Professional Appearances
Uniforms:
Attire has to look professional and must be primarily Black so the RDA appears unified.
When Tactical Gear is Appropriate:
Tactical gear is only necessary when there are known threats on the scene
Ask leadership where to shop for tactical gear (Tactical gear is optional)
As a member of the RDA, your appearance is a reflection of the professionalism that our agency upholds. While on duty, all agents are expected to adhere to the R.D.A. dress code.
R.D.A. uniforms mostly consist of suits. R.D.A. uniforms are primarily black, representing the agency’s neutrality and professionalism.

Chapter 3: RDA Specialties
Field Agent (All Around Agent)
A Field Agent is a versatile professional with a broad knowledge of various specialties. They possess a well-rounded skill set, allowing them to adapt to different roles and assist in multiple areas as needed. Always ready to step in where required, Field Agents thrive in dynamic environments and excel at supporting diverse operations.
Forensics (Deduct what happened at the crime scene based on evidence analysis)
A Forensic Agent is responsible for collecting, analyzing, and interpreting evidence from crime scenes to assist in criminal investigations. They work with law to examine physical evidence, such as fingerprints, DNA, and ballistic materials, using scientific techniques and advanced technology. Forensic Agents may also reconstruct crime scenes, provide expert testimony in court, and ensure proper handling and documentation of evidence to maintain its integrity.
Cyber Security (Handles high-tech investigations)
A Cybersecurity Special Agent investigates and combats cyber threats, including hacking, data breaches, fraud, and digital espionage. They analyze cybercrimes, track digital evidence, and work with law enforcement or intelligence agencies to identify and neutralize threats. Their role involves conducting forensic analysis, securing networks, and staying ahead of emerging cyber risks. These agents play a critical role in protecting sensitive information, infrastructure, and Global security
Corruption Specialists (Deals with Corruption)
A Corruption Specialist is a highly trained operative tasked with identifying, tracking, and neutralizing aberrations. These agents investigate sources of corruption, analyze its origins, and develop strategies to contain or eliminate Abberation threats. Proficient with non-magical items that can help eliminate or contain corruption at scenes. They also work closely with the Forensics department to deduce how Corruption was involved in a scene.
Public Affairs (Handles Social Media, News & Announcements)
A Public Affairs Agent manages communication between an organization and the public, media, and stakeholders. They handle press releases, coordinate interviews, and develop strategic messaging to shape public perception and maintain a positive image. These agents also monitor media coverage, respond to inquiries, and assist in crisis communication. Their role is crucial in building trust, ensuring transparency, and effectively conveying the R.D.A’s mission and initiatives.
Chapter 4: Ranks
Rookie
The entry-level designation assigned upon enlistment into the RDA, this rank is the beginning of an individual's service and training within the organization. Rookies can only have one speciality at the start and it should only be Security officer.
Agent
Agent is Assigned upon successful completion of all required tasks and training as a Rookie. This rank is the start of independent operational responsibilities.
Special Agent
Awarded to distinguished Agents who consistently demonstrate exceptional skill and dedication to the R.D.A. These individuals have nearly mastered their respective specialties and have proven their effectiveness in the field through sustained excellence.
Supervisory Special Agent
Reserved for the most elite Agents, this rank is awarded to those who have demonstrated exceptional leadership, expertise, and dedication. These Agents have fully mastered their respective specialties and actively contribute to the growth and success of the R.D.A by mentoring and supporting their fellow operatives.
Major
Responsible for the oversight and command of all Agents within a local R.D.A. branch, ensuring operational efficiency, mission success, and adherence to R.D.A. standards.
Deputy Chief
Reporting directly to the Chief of the R.D.A., the Deputy Chief is responsible for overseeing the Major and the operations of the local branch office, ensuring strategic objectives are met and directives are effectively implemented.
Chief
Leader of the R.D.A – The highest authority within a local R.D.A branch, the Chief is responsible for overseeing all operations and ensuring alignment with R.D.A standards and objectives. They serve as the primary liaison with the local governing office, representing the R.D.A with professionalism and integrity. As a model of excellence, the Chief possesses comprehensive knowledge of the R.D.A. handbook and upholds its principles in all aspects of leadership and decision-making.
OOC Rules & Notes
R.D.A is a Organization owned by Howling Hills, and needs to stay aligned with the lore written for the sim. The job of the R.D.A. is to address common crimes that the police force once handled, combat all threats to society, supernatural entities and aberrations that appear within the veil.
While it is important to enjoy your time in Howling Hills and have fun within our wonderful RP community, it is imperative that the lore stays intact.
ICLY going forward there will be things that can get your character terminated, warned and suspended if caught. Those items are listed in red bold font in the handbook. All other items within the Code of Conduct that are breached will result in some sort of IC consequences if the agent is caught.
Realistically all of these things would get your character in hot water, but the things in bold are really what R.D.A needs attention in.
OOCLY you can also be removed from the RDA and the sim for breaking the Howling Hills rules.
! IMPORTANT !
If a player quits or is terminated from the RDA, protocol normally calls for former RDA Agents to turn in their gear. If a player plans on stealing RDA property, please obtain consent from current RDA leadership. Missing gear will always leave some sort of trail and its important to let leadership know OOC to avoid any confusions!
