Peleliu Development Vision

(draft August 20, 2021)

Development Vision

Peleliu State

Draft Advanced August 20, 2021 by the Peleliu State Planning Team

We want to establish “Sustainable Development” for Peleliu State by utilizing our own local natural resources and assets found on land and in the water within the state jurisdiction first before venturing out for outside assistance and investments. In order to have a state meaningful sustainable development framework in place we must first establish a well thought out Master Development Plan for the state to address the economic, social, and political affairs of the state. We want our children to become educated and then return back to Peleliu State to live and work. We want to have more job opportunities for the people of Peleliu.

1.  Avoid leasing properties both public and private to foreign investors i.e. 50-99 years;

2.  To promote environmentally friendly tourism related investments i.e. bungalows instead of tall concrete buildings;

3.  To promote strong environmental protection and conservation measure state laws;

a.   Create legislation and regulations and protocols that are consistently and effectively communicated and enforced

b.  Reduce and respond to threats to biodiversity, critical areas, and important species by regularly conducting planning, execution, and evaluations together with communities, traditional leaders, and governments

4.  Provide strong measures to conserve and sustain all marine and terrestrial resources;

a.   Proactively controlling fisheries and gleaning production, promoting aquaculture in appropriate locations, expanding offshore fisheries, and establishing a coastal fishery regime.

5.  To promote educational programs on best practices to protect and conserve the environment and its resources for today’s generation as well as for the future generation;

a.   Using Peleliu’s lands and waters to teach Palauan culture, traditional practices, and shared societal values, with dedicated programs so that men, women, and youth understand their cultural and natural heritage;

b.  Investing in and promoting Palauan historical and cultural sites and practices, including oumesei and traditional farming, so that local food traditions are continued;

c.   Create and maintain Partnerships to effectively conserve biodiversity, critical areas, and important species.

6.  Motivating steady and sustainable growth in Palauan-led tourism businesses that attract environmentally-conscious and low-impact visitors, which equitably spread opportunities and benefits between genders and generations, and which diffuse pressures and impacts among diverse places and seasons.

7.  Develop more and different job opportunities that lead to more Palauans working.

a.   Strategically limiting, controlling, and targeting ethical, professional foreign influences so as to add value to the economy, with pairing programs to transform foreign expertise into capacity gains for Palauans.

b.  Creating Skilled Trade schools/centers or training for the community (i.e. mechanics, carpenters, electricians).

8.  Building capacity and purposely designing and maintaining infrastructure and government services to be climate and disaster resilient, reduce and manage waste, and increase energy efficiency.

a.   Providing clean water to all homes, improving health services, and improving public boat transportation.
