Development Vision and Core Values
Koror State Rock Islands Southern Lagoon (RISL)
Adopted March 24, 2021 by the Koror State Planning Team
Our VISION for the Koror State RISL:
In 20 years the spectacular beauty, abundance and diverse natural, cultural and historical resources of the Koror State Rock Island Southern Lagoon are healthy, resilient and sustainable; and remain a core value of the cultural and lifestyle of the people of Koror for the shared benefit of current and future generations of Koror, Palau and the world, by:
Establishing or strengthening legislations, regulations, and policies that allow for alignment with national government and other partners to ensure joint, consistent, and effective communication and enforcement.
Actively using the RISL as a teaching center on the environmental, cultural, traditional, and social significance of its cultural, natural, and world heritage values.
Investing in and promoting Palauan historical and cultural sites and practices in the RISL, including mesei (taro patches) and traditional farming, so that local food traditions are continued by families.
Promoting steady and sustainable economic growth in Palauan-led and environmentally-friendly tourism businesses that diffuse pressures and impacts on our natural resources.
Strategically targeting foreign expertise and services that add value to the economy, with programs to build and strengthen capacity for the local population.
Proactively regulating fisheries and gleaning production by promoting aquaculture in designated locations, promoting offshore fisheries, and establishing a sustainable coastal fishery regime for designated fishing areas, sustainable harvest limits for identified species, and controlled access.
Strengthening periodic review to ensure effective conservation of biodiversity, critical areas, and important species and to reduce and respond to threats, by engaging communities, traditional leaders, government, and relevant stakeholders.
Designing and maintaining infrastructure, government services, and development to be adaptive and resilient to climate change and disasters, including reduction and management of waste, and increasing energy efficiency.
