"None but the Grey Gardeners may cover their faces. Covering's one face with a grey silk veil is punishable by the Final Blades, there are no exceptions. Other infractions may carry lesser sentences at the judge's discretion."

AMENDMENT: "The Oathkeeper is excepted from this rule."
