What is the proper procedure for odometer replacement?

The required procedure for replacing an odometer is found in the Enhanced Vehicle Safety Inspection manual which states:

ODOMETER REPLACEMENTS

If an odometer is repaired or replaced, Pennsylvania law requires the odometer to register the same mileage as before the repair or replacement. If this is not possible, the new odometer must be set to “0” and a notice affixed to the left door frame of the vehicle by the vehicle owner (or his agent) specifying the mileage prior to repair or replacement and the date the odometer was repaired or replaced.
