What happens if a vehicle is going to be out-of-state and the inspection expires? Does the owner need some kind of waiver?

There is a provision in the PA Inspection regulations that covers this type of situation provided the vehicle is or has been outside of Pennsylvania for 30 days or more. In Subchapter A of the inspection manual it states that:

"A vehicle subject to inspection which has been outside this Commonwealth continuously for 30 days or more and which, at the time of reentering this Commonwealth, does not bear a currently valid certificate of inspection, is not required to be inspected until 10 days after reentering this Commonwealth."

As you can see there is no type of waiver available or even needed. If the inspection has expired while they were away the vehicle owner simply needs to get their vehicle inspected within 10 days after returning to Pennsylvania.
