If my inspection expires can I legally drive my vehicle to the inspection station if I have an appointment?

In most instances that answer is no, a vehicle owner cannot legally drive their vehicle in for inspection if it has already expired but there is an exception if it is done within 10 days of when the vehicle expired. In the PA Code Title 75 Chapter 47 it states that all registered vehicles require valid safety inspection with the exceptions:

(11) A motor vehicle being operated by the vehicle owner while enroute to an inspection station where an appointment for inspection has been scheduled, provided that such operation occurs no later than ten days after the expiration of a valid certificate of inspection issued under this chapter.

This a little known fact and please keep in mind it is only true if you have an appointment and are driving to the station within 10 days of when your vehicle expires.
