What is the height allowed for hood scoops to pass PA safety inspection?

That is a great question and it has a two part answer. The legal limit for hood scoops to be driven on the road in PA is given in subchapter E (for cars and light trucks) where it states that, "Vehicles specified under this subchapter may not have an obstruction forward of the windshield which extends more than 2 inches upward into the horizontally projected vision area of the windshield with the exception of windshield wiper components." The enhanced safety inspection manual further provides this image:

However, your question asked what would cause a vehicle to fail pa safety inspection. Even though 2" above the horizontally projected vision area is the legal limit, it is not listed as something that is checked for and rejectable for PA safety inspection. In that case, even though a hood scoop might be illegal, it does not cause the vehicle to fail safety inspection, similar to window tinting and ornamental lighting.

The only exception to this would be for street rods, specially constructed and reconstructed vehicles where it is listed in subchapter K as rejectable criteria but that only applies to those vehicles.
