This is a zipped Library
unzip the zip file found at the bottom of this page in (one of) your Daz Studio 4.5 folder
in my case this meant the folder
C:\Users\MYUSERNAME\Documents\DAZ 3D\Studio\My Library
If the installation went well the figure will be found in your Content Library under
Daz Studio Formats / My Library / People / Genesis / Clothing / mCasual /mcjGenesisDress
