The motion to accept Kim Harris Myers' resignation is seconded.
The More the Merrier Corner: Genealogy.com has announced that scanned
census images will be available through the GenealogyLibrary.com web site,
for the low cost of only $9.99 a month (or $99.99 a year). Currently
available are 200,000 images from the 1850 census. GenealogyLibrary.com is
the "members only" section of FamilyTreeMaker.com; both it and
Genealogy.com are registed to Broderbund, Inc. Their "members only"
webpage sounds very much like Ancestry's, without the daily free new
databases, and with a higher price.

Monday 17 May 1999:
Board Secretary Bill posts a message informing the Board that since Motion
99-10 passed, a motion has been made and seconded to accept Kim Harris
Myer's resignation.
Tomorrow's News Today: The NC asks for a vote on Motion 99-11 (Kim's
resignation); with various expressions of regret, the Board votes to
accept Kim's resignation [funny, they don't seem to have any trouble
reaching a quorum when they need to vote on a resignation.]
Its Miller Time Corner: The DBS may be a bit sporadic for the next few
days. We're giving the crew the week off, and I'm going to Disneyland.
Given the recent glacial pace of Board business, I'm sure we won't miss
anything. *wink*

The NC calls for a vote on Motion 99-11, a motion to accept Kim Harris
Myers' resignation from the Board.
By the end of the day, 13 members had voted "aye", some expressing regrets
and sorrow. [Say goodnight, Gracie; the Board has successfully retired
yet another of its members.]
Tomorrow's News Today: The NC asks for a motion regarding the election
and tells the Board it needs to decide which positions are open so they
can be posted to the national web site [I think the bylaws are pretty
clear on which positions are open, but we'll see how the Board decides to
interpret them this time.]

The NC posts the following request: "As the nomination period for the
elections is less than two weeks away, do I hear a motion regarding an
election committee including the duties of said committee, makeup of
membership of the committee, along with any other prescribed duty or
action? Also the Board needs to agree on just what positions are up for
election so that they may be posted to the National web site."
One of the Board members points out that "that would be the NC and all
reps elected last year (or since) to a one year term, plus Kim's seat if
it doesn't fall into that group, " and lists the following positions:
National Coordinator (Tim's seat)
NE/NCentral SC rep (Kim's seat)
NE/NCentral CC rep (Beth's seat)
NW/Plains CC rep (Lynn's seat)
SE/MidAtlantic CC rep (Yvonne's seat)
SW/SCentral CC rep (Megan's seat)
[She leaves out the at-large representatives, as well as a few interim
positions; see below]
The SE/Mid-Atlantic SC rep [Bridgett] points out that her position is also
open. [I think she's mistaken; she is a SC rep and was elected to a two
year term. Unless we have another resignation in the works.]
Do the Math Corner: This is the relevant section of the bylaws
covering elections for persons holding interim positions [i.e. they
were appointed to fill the seat of a resigning Board member]:
"Article VI. Section 8. In the event a board member is unable to complete
his/her term, the Advisory Board will appoint a replacement to serve until
the next scheduled election."
Based on this section and the normal Board term length for original
members, the following positions should be open this election:
NC [elected to one year term]
At-large rep: [new this year]
Archives rep: [interim position, Joe Zsedeny]
NE/NC SC rep: [Kim Harris Myers' position, will presumably be held by an
interim appointee to serve until Aug 31]
NE/NC CC rep [interim position; Bonnie McVicar-Briggs]
NE/NC CC rep [original member, but one year term, Beth Mills]
NW/P SC rep [interim position, Bill Oliver]
NW/P CC rep [interim position, Lynn Waterman]
SE/MA CC rep [interim position, Jim Powell]
SE/MA CC rep [original member, one year term, Yvonne James-Henderson]
SW/SC CC rep [interim position, Megan Zurawicz]
This is 11 positions that should be open in the upcoming election. Also,
a bit of a curiousity exists in regards to the Elections Committee. In
the Oct 4 1998 meeting, Kay Mason was appointed to "chair an Elections
Committee to be charged with setting up procedures for the next election.
All arrangements by this committee are to be subject to the approval of
the Board." Note that this appointment refers to the "next election". At
the time of the meeting, there had as yet been no resignations [happier
times] so presumably "next election" meant the upcoming July election
cycle. This means Kay Mason remains the chair of an Election Committee
charged with planning and implementing the upcoming election. Among those
duties is included, per the bylaws, setting up an Elections subcommittee
which must consist of "Advisory Board members and volunteers from the
members of The USGenWeb Project." The nominations period opens in less
than two weeks. Anyone heard from her yet?

Thursday 20 May 1999:
Board Secretary Bill posts the final count for Motion 99-11. There were
13 "ayes", 0 "nays" and 1 board member did not vote.
Tomorrow's News Today: The Archives Project representative moves to close
down Census II; the motion is seconded and the floor is opened for
discussion, with a vote set for Monday.
Here We Go Again Corner: In a stunning display of "turn around is fair
play", Archives Project representative Joe Zsedney has moved that "all
archival data directories not under the USGW XXGenWeb Archives and
containing census data be purged immediately of all such data and the
census data placed in the appropiate XXGenWeb archives." This motion
would effectively return the data in Census II to the control of the
Archives project. No mention is made of the project members participating
by choice in Census II rather than Census I, but the motion as made would
apparently effectively transfer all the data kept in the renegade
directories into the Archives directory structure. [Although its not
entirely clear from the wording of the motion whether
"ftp://ftp.rootsweb.com/pub/census/" is the directory to be purged or the
directory to which the files are to be moved]. The motion alos provides
for the transfer of passwords for the Census II accounts to the Archives
Project [Census I], which would effectively cut off Census II file
managers from accessing the census project files for uploading,
formatting, editing, and whatever else it is that they do.
It seems the Board is fascinated with the Census project, rather like a
rabbit mesmerized by the eyes of a snake that is about to eat it. With a
major election only a short time away, this seems a remarkably bad time to
upset the status quo yet again, particularly since the head of Census II
is also the Chair of the Election Committee. Fortunately, voting is
proceeding apace on a motion to table Motion 99-12 until the Board has
appointed a replacement for Kim Harris Myers.
Hear, Hear Corner: According to a message posted on the State
Coordinators's list, "Karen Livingston Dehdari has prepared a booklet and
brochure on USGenWeb as partial fulfillment of the requirements for her
Degree of Master of Library Science in the graduate school of the Texas
Woman's University. In preparation, she interviewed several USGenWeb
volunteers, and studied previous publications on USGenWeb." Karen has
given permission to use the pamphlet for presentations and conferences and
it is now available at: ftp://ftp.rootsweb.com/pub/usgenweb/brochure.doc

The following motion is posted to the group: "Whereas directories are
being inappropiately used for unintended archival purposes it is hereby
resolved that all archival data directories not under the USGW XXGenWeb
Archives and containing census data be purged immediately of all such data
and the census data placed in the appropiate XXGenWeb archives. This
includes but is not limited to the ftp://ftp.rootsweb.com/pub/census/
directory. It is further resolved that Dr Brian Leverich be requested to
return the USGW Census Account(s) to the USGW Archives Census Accounts."
It is later corrected slightly to begin with the words "I move that".
The motion is seconded [and seconded again after it is corrected].
One of the Board members notes that she will be away on personal business
for some time, and Board members wish her well.
A motion is made to table Motion 99-12 until the Board is at full
strength, it is seconded, and the NC calls for a vote on this motion.
By the end of the day seven Board members had voted "aye" on the motion to
table Motion 99-12.
Tomorrow's News Today: Discussion ensues on Motion 99-12; apparently
Rootsweb has asked that Census II files be removed; one Board member
suggests that the matter be put before the entire project for a vote in
the upcoming election; two more Board members vote to table Motion 99-12,
bringing the total up to nine so far [this a quorum, and almost a 2/3
majority of all possible voters, so I think its fair to say that the
motion passed and motion 99-12 is table.]
News Elsewhere Corner: In some places, folks are suggesting that the
entire structure of the Special Projects should be reconsidered in light
of this new proposal to kill Census II [those folks would the same ones
that tried to get the Board to split up the Archives some short time ago].
Rumor and Innuendo Corner: A rumor is floating around, on the Board and
elswhere, that Rootsweb's management has told the USGW Project to remove
the files in Census II, and this is the impetus for Motion 99-12. A copy
of this order from Rootsweb has been requested, but is not yet
forthcoming. And the Census II coordinator has been verrrrry quiet these
last few weeks.

the Genealogy.com banners have disappeared from Rootsweb's pages.
