My brief test suggests there might be a benefit to using a high radiation room.

I tested on Grflx scales. In the first test, I moved between each cast to a
room which had no radiation whatsoever (measured by a thaumometer). In the
second test, I was at the Hub, in a room with 750-1000 thaums (You can feel the
Dungeon Dimensions trying to push in.)
BHEE was cast twice on each scale, to overflowing.
First test:
From lvl 3 to lvl 6 (34 thaums), from 6 to 8 (45 thaums), from 8 to 9 (52
thaums), from 9 to 10 (57 thaums), from 10 to max (60 thaums).
Second test:
lvl 3 to 36 thaums (didn't check level), 36 thaums to 48 thaums (lvl 8), 48 to
56 (10). I stopped here due to lack of powder.
Subtracting the first from the second test, we see that the second test
provided:
First cast: 2 extra thaums
Second cast: 3 extra thaums (total)
Third cast: 4 extra thaums (total).
While this may be caused by the normal fluctuations in spell efficacy, it is
less likely each consecutive cast would have provided another extra thaum that
way. Further testing is required to confirm.

RPS - Rubayak's Power Storage - store power (in a black shell)
Much like how a priest uses gp to charge up prayer beads; a wizard can charge up a black shell using the RPS spell. Once the recharge command is used and the energy is transferred, the black shell is consumed.
