Institutional Accreditation Manual (IAM) Version February 2025
The Institutional Accreditation Manual (IAM) serves as a framework for quality assurance in Bhutan’s higher education institutions (HEIs). It outlines seven accreditation standards, including governance, academic systems, student services, and research, ensuring institutions maintain transparency, accountability, and continuous improvement. The manual aligns with Bhutan’s Gross National Happiness (GNH) principles, emphasizing holistic institutional development and national education priorities .
Bhutan’s accreditation process involves a self-assessment, site visits, grading, and certification to evaluate HEIs against national standards. Institutions submit an Institutional Self-Assessment Report (ISAR), followed by an external review conducted by assessors. The Bhutan Qualifications and Professionals Certification Authority (BQPCA) ensures compliance with quality benchmarks, supporting continuous improvement and enhancing academic excellence across Bhutan’s HEIs .
Bhutan’s accreditation framework is structured around seven standards: Governance & Leadership, Academic System, Human Resources, Research & Publications, Infrastructure, Student Services, and Internal Quality Assurance. Each standard includes specific indicators and performance criteria to assess institutional effectiveness. Institutional Self-Assessment Report (ISAR)
The Institutional Self-Assessment Report (ISAR) is a critical component of the accreditation process, requiring HEIs to evaluate their governance, academic quality, research impact, and student services. It consists of an executive summary, institutional profile, and self-assessment based on accreditation standards. The ISAR serves as a comprehensive quality assurance tool, ensuring HEIs continuously improve and adhere to national policies .
The Bhutan Qualifications and Professionals Certification Authority (BQPCA) is responsible for maintaining quality standards in higher education through policy development, accreditation, and regulatory oversight. It collaborates with institutions, assessors, and advisory committees to enhance academic quality, institutional governance, and research excellence. BQPCA ensures that HEIs align with national education policies and global best practices for sustainable development .
This document is a formal declaration by an institution confirming that the assigned assessors have no direct or indirect affiliation with the institute within the past year. It also ensures the institution will not engage these assessors for future assignments for a year post-assessment, affirming transparency and impartiality.

The Institutional Accreditation Manual 2024 by BQPCA outlines Bhutan’s quality assurance framework for higher education. It defines accreditation standards, procedures, and roles of assessors and institutions. Emphasizing transparency and integrity, it mandates conflict-of-interest declarations and promotes continuous improvement aligned with Bhutan’s GNH values and international best practices.

Annexure VIII provides the structure and detailed guidelines for preparing an Institutional Self-Assessment Report (ISAR). It includes institutional profiling, executive summary, and evidence-based responses to each standard. HEIs must address indicators on governance, academics, infrastructure, and quality assurance to support accreditation and enable effective assessor evaluations.
