The site is situated within the Kelham Island Industrial Conservation Area. On site, there were no notable features of historic interest that would need to be retained. However, the demolition of the existing building will require planning permission. You will need to seek advice from a planning officer at Sheffield City Council before any demolition work takes place. Owing to controls in the conservation area, planning permission will also be required to install solar PV panels over the green roof.
Consideration must be made to the substation on site. It is necessary to ascertain whether the substation serves only the site or other commercial and industrial units in the local area. This can be done by finding out who is responsible for the maintenance of the electricity substation, if it serves a larger area, it will need to be kept.
All works must comply with the requirements set out in the Approved Documents of the Building Regulations. For example, the new fabric elements such as the walls, floors, flat roof and windows must meet the required U-values set out in Approved Document L, Volume 2. The new property will also need to meet the Minimum Energy Efficiency Standard and achieve an EPC rating of E or above in order to be leased out.
It is necessary to apply for a temporary road closure from Sheffield City Council. This is due to the demolition works that need to take place and the use of heavy plant machinary during the construction phase. This needs to be submitted at least 6 weeks before the proposed start date of works and will cost £2,015.
It is recommended to claim Land Remediation Relief. This gives a tax deduction of up to 150% of the money spent on cleaning up the brownfield site. It is a relief from corporation tax and should be claimed through the company's tax return. Land remediation relief could improve the viability of the project and provide cash savings.
