Holds a BA in Economics from the University of Buenos Aires and a M.SC. in Science, Technology and Society from the National University of Quilmes, Argentina He specialised in science, technology and innovation (STI) policy, bioeconomy and innovation indicators.

Guillermo currently works as Specialist in charge of the STI Policy Programme at the UNESCO Regional Office for Latin America and the Caribbean, where he is responsible for regional activities for Science, Technology and Innovation policy advice, STEM Education, Science Communication, Gender and STEM, STI Information, Promotion of Basic Sciences and Engineering, Society-Science-Policy Relationship, Science and Diplomacy. He was Undersecretary of Technology and Innovation in the first Ministry of Science, Technology and Innovation of the Province of Buenos Aires, Argentina (2016-2107); previously, he was a researcher and professor at the Faculty of Economic Sciences of the UBA, Argentina (2011 - 2015). Between 2002 and 2011, he worked as a specialist in the Buenos Aires Office of ECLAC, as an Innovation Policy Specialist, conducting research and advising governments, mainly on innovation in agriculture. Before joining ECLAC, he worked as a lecturer and researcher at the National University of Quilmes and other universities in Latin America as a visiting professor, as well as a consultant for several national and international organizations (IDB, ILO, UNICEF, WIPO, PAHO, World Bank).
