How to write a part 2 summary of educational needs

The Summary of Educational needs is a key piece in determining how the child qualifies for special education services and/or related services. The needs in this section will tie directly to the implications for instruction. It is critical to be sure to describe the needs in very specific and understandable terms (rather than saying the child needs to improve reading at grade level, say the child needs to improve with phonics and decoding). This will best allow accurate supports and services to be identified. This description should include relevant strengths and weaknesses from all Part 1s completed. It needs to be clear and concise and include the child’s current skills and functional levels. This section should also explain how the child may experience difficulty in accessing or making progress in the general education curriculum and include direction for how best to access the general curriculum (child cannot access grade-level text due to the need to improve phonics skills so may benefit from grade text read aloud; the child can understand grade-level content when the text is presented orally)

Keep in mind that these are suggested educational needs. Be careful not to predetermine services. It is the job of the IEP team to determine what needs will be prioritized and addressed.
