As stated in the OSEP Endrew F. vs. Douglas County Questions and Answers document, schools must consider positive behavior intervention and supports when necessary to provide FAPE. A student’s behavior may be impeding his/her learning or the learning of others to such a degree that they may require more intensive behavior support through special education. If a student’s PLEPs indicate a deficit in behavior, he/she must have MAGs specific to the student’s behavior deficit and needs. To the greatest extent possible, the goals should describe the preferred behavior or skill the student will learn and use, rather than the behavior they will avoid.
