Davis Joint Unified School District is strengthening how Universal Design for Learning (UDL) and bias-mitigating practices are integrated into daily instruction so all students experience learning that is relevant, connected, and purposeful. Through its “Year of Inquiry and Action,” the district is building the conditions for educators to apply, reflect on, and refine these practices within their classrooms and collaborative teams. By creating time, structures, and shared approaches for inquiry-based implementation, Davis aims to redesign learning experiences to better meet the needs of students who have not yet been well served. This work is intended to increase student agency, trust, and belonging, while reducing reliance on intervention systems and improving overall student outcomes.
Focus on student approach to personalize and better understand the opportunity gap
Identify barriers impacting student engagement, access, and agency
Intentionally design core instruction and curriculum to mitigate barriers
Collaborate on inquiry cycles to apply, reflect on, and refine instructional practices
Provide districtwide UDL training to establish a shared foundation across all schools
Use structured, site-based professional learning led by principals to consistently integrate UDL and bias-mitigating practices
Offer ongoing opportunities for feedback, shared learning, and continuous improvement across teams
Increase student sense of belonging, relevance, and connection to learning
Increase student agency, voice, and choice in the learning process
Improve student trust that educators can and will meet their needs
Reduce reliance on pull-out intervention programs
Fewer referrals for special education, 504 plans, and additional interventions
Greater adult efficacy in supporting focal students, leading to broader application across classrooms
Designing learning experiences that truly meet the needs of every student requires sustained effort, reflection, and growth over time. Now in our third year in the UDL Network, Davis Joint Unified School District continues to deepen and refine our implementation of Universal Design for Learning as a core approach to equitable instruction.
Through this work, we have built a shared foundation of UDL across the district and expanded our focus to include bias-mitigating practices through our “Year of Inquiry and Action.” This ongoing effort creates space for educators to apply, reflect on, and refine their practice in meaningful ways. The network provides a collaborative community to strengthen our ability to identify and remove barriers while designing learning that is relevant, inclusive, and responsive—especially for students who have not yet been well served.
