In 2003, the poverty rate in Helena-West Helena Arkansas was 30%. Small towns in the Mississippi Delta are struggling economically as the once thriving industries no longer offer the same volume of jobs they once did.

How can this be applied to Meadville?
This concept of a council of local developers paired with a council of elected area residents has the potential to bring Meadville citizens to a pretty important table. This creation of an involvement role for Meadville citizens would provide an opportunity for local residents with know how to collaborate with local developers with money to identify and solve problems, and generate interest from existing or new developers in the area.
