From my investigation I found out that you need 5 teaspoons of salt to saturate a hot water, and 4 teaspoons of salt to saturate cold water.
It's because most solids, including sugar and salt, become more soluble with increasing temperature. This is because heat increases molecular movement, causing more collisions between the water molecules and the solid. So that's why cold water is easier to be saturated.
