Powers and Duties
The powers and duties of the Rutland Village Council is set forth in Chapter 705, 731 and 735 of the Ohio Revised Code. The Village Council exercises its powers and duties as a whole by quorum, which means no member of Village Council may unilaterally, or individually, exercise any powers or duties of the Village Council. The following powers and duties are granted to the Village Council by Ohio law and Municipal Code:
The Village Council has the exclusive power to levy taxes.
The Village Council has the exclusive power and duty to approve all appropriations of public funds.
The Village Council has the power to conduct investigations and may subpoena witnesses and evidence for the purpose of conducting a hearing into the same.
The Village Council has the power to prescribe the duties of all Village officers and employees.
The Village Council has the exclusive power to prescribe the amounts of all performance bonds and sureties.
The Village Council has the exclusive power to exercise all powers granted to the Village by Ohio law.
The Village Council has the power to convene its members in special or emergency session, with or without proclamation of the Mayor.
The Village Council has the power to canvass the electors of the Village by means of ballot.
