VILLAGE SEAL AND COAT OF ARMS
Uniquely, the Village of Rutland embraces both a Village (corporate) seal and a coat of arms. The corporate seal of the Village of Rutland was adopted by Rutland Village Council on January 4, 2021 and features the Ohio coat of arms, centered, with the corporate name, "Village of Rutland" (top), along with the year of the original settlement of the land now known as Rutland Township, 1799.
The corporate seal additionally displays the year in which the Village of Rutland was incorporated as a municipal corporation, 1913, as well as its two most notable people, Brewster Martin Higley VI, MD, an otolaryngologist, and William Parker Halliday, a steamboat captain, banker, printer, hotel owner, railroad executive and businessman. Both were born in the Village of Rutland and are both nationally recognized.
B.M. Higley VI, MD, was born in Rutland on November 30, 1823 and was the grandson of the founder of Rutland, Brewster Higley IV. Higley attended La Porte Medical College in La Porte, Indiana, and later resettled in Meigs County, where he began his first medical practice. He later briefly practiced medicine in Indiana until moving to Kansas in 1871. Higley is the author of the lyrics, "Home on the Range". Click here to learn more about B.M. Higley VI, MD.
W.P. Halliday was born in Rutland on July 21, 1827 and was the grandson of Samuel Halliday, who opened Rutland's first school and, along with William, both surveyed and platted the town of Rutland. Click here to learn more about W.P. Halliday.
As required by Rutland Municipal Code 170.10, the corporate seal is affixed to all ordinances and resolutions upon their passage, proclamations issued, as well as all certificates, licenses and permits issued by the Village.
The coat of arms of the Village of Rutland symbolizes its community, history and tradition and is required by Rutland Municipal Code 170.11 to be displayed on all Village police uniforms as well as the logos of Village departments.

The seven stars represent the Village's government and elected officials. The six black stars each represent a member of the Village Council. The red star represents the Mayor of the Village.
The number, "1799", represents the year in which the land on which Rutland is platted was settled.
The crimson red and black flag represents the former Rutland High School and legendary Rutland Red Devil football dynasty.
The stack of hay, pick and shovel represent the Village's agricultural and coal mining history.
The wreath of wheat, olive green in color, represents the land developed by settlers on which Rutland is platted.
The sun represents growth and success for which the Village strives.
