TAXES AND FEES

The Village of Rutland levies real estate taxes, a motor vehicle license plate tax and miscellaneous fees for the purpose of financing the general operating, public service and payroll expenses of the Village. Current Expenses Levy

Those who own real estate in the Village of Rutland are subject to one 1.5-mill property tax levy and two 2-mill property tax levies for the purpose of general operating expenses, which is equal to $5.50 (total) for every $1,000 valuation on real property, or 5.5% of the property's taxable value. The tax is made payable to and collected by the County Treasurer who disburses tax revenue owed for the purpose of making payment of general operating expenses (i.e. general operations, utilities, payroll).

Fire Protection Levy

Those who own property in the Village of Rutland are subject to a township-initiated 2-mill property tax levy for the purpose of fire protection, which is equal to $2.00 for every $1,000 valuation on real property, or 2% of the total property value. The tax is made payable to and collected by the County Treasurer who disburses tax revenue owed for the purpose of fire protection.

Motor Vehicle License Plate Tax

Residents owning and registering a motor vehicle are subject to a motor vehicle license plate tax, levied pursuant to Ordinance 2010-05-11, enacted 08-10-2010. The tax is $5.00 per license plate and is made payable to and collected by the Ohio Bureau of Motor Vehicles, who then disburses the revenue to the Village. The purpose of the tax is to finance street maintenance and repairs.

Police Protection Levy

Those who own real estate in the Village of Rutland are subject to a 2-mill property tax levy for the purpose of police protection expenses, which is equal to $2.00 for every $1,000 valuation on real property, or 2% of the property's taxable value. The tax is made payable to and collected by the County Treasurer who disburses tax revenue owed for the purpose of police protection.

Special Fees

BUILDING AND MANUFACTURED HOME PERMIT FEES

Persons desiring to build in the Village of Rutland, or make certain renovations to their home; or persons desiring to install a manufactured home in the Village of Rutland may be required to obtain a Building Permit, or Manufactured Home Permit, respectively, the fee of which is assessed at $50.00 to $100.00, depending on the project. CIVIC CENTER USAGE FEES

The auditorium-gymnasium of the Rutland Civic Center may be rented for public and private events based on a standard fee schedule. Facilities may be rented for $20 per hour, or $150 per day. A discounted rate is provided for Village residents, who are charged $10 per hour, or $75 per day.

MAYOR'S COURT FEE

The Village of Rutland Mayor's Court assesses a fee in the amount of $100.00 to each case or joinder of cases pending before the Mayor's Court. This fee is assessed in addition to any fines or other administrative fees. A schedule of court bonds and fines may be viewed by clicking here.

MAYOR'S COURT PAYMENT PLAN FEE

The Village of Rutland Mayor's Court assesses a fee in the amount of $25.00 when a payment agreement is entered into with the Mayor's Court. This fee is collected and deposited into the Mayor's Court Fund and then transferred to the General Fund.

VILLAGE PARK SHELTER HOUSE RESERVATION FEE

The Village of Rutland assesses a $50.00 fee for parties who desire to hold a special gathering greater than 10 people or conduct a yard sale at the Jim Vennari Park. The purpose of this permit is to ensure gatherings and yard sales are conducted in accordance with the Rutland Municipal Code; as well as ensure parties return park grounds in a clean and orderly condition upon conclusion of the sale, at which point $25.00 is refunded. The remaining $25.00 is deposited into the Jim Vennari Park Fund for park maintenance and improvements. Permits for this purpose may be obtained from the Rutland Civic Center during regular business hours.
