Number Line Representation
The line representation can be seen as extending the "length representation" of fractions to number line concept. All fractions can be plotted on the number line and hence be compared.
Line representation makes it easiest for children to accept fractions as numbers. Here the whole is taken as 1 and the fractions seen as parts of 1.
By having several number lines one below the other and dividing them into different equal parts, the concept of equivalent fractions can be easily brought out.

Set Representation
Set representation is the most complex for children to understand. But it is easier for understanding the idea of fraction operations. This representation allows separation of the whole & part, which is not so easy in the other representations.
Set representation forces us to explicitly show the whole and the part. The fraction is shown as a relation between the part and the whole.
It can also show the mirror relation between the part and the whole. If the part is 1/3 of the whole, then the whole can be seen as 3 times the part!
