A once diverse and democratic society of adaptable entrepreneurs and explorers, the Terran's recent history has taught them harsh lessons. Now they apply their ingenuity to a militaristic super-state hellbent on establishing themselves as the preeminent power in the galaxy.
Terrans, a bipedal and mostly hairless race of primates; originated on a diverse and lush planet once known simply as "Earth". With it's very large moon, optimally positioned orbit, and copious supply of water Terra, made an ideal homeworld.
The Terrans themselves (once known as Humans) were descended from smaller tree-dwelling primates who developed a keen ability to craft and utilize tools. As they began building sophisticated civilizations they went through a unusually extended period of internecine wars and conflict. The ultimate outcome of this was a dangerously unstable political and climatological environment. By the end of the twenty second century, Terra was no longer a lush and diverse planet, but an exhausted one with a slowly disintegrating biosphere.
It is a testament to Terran willpower and ingenuity that under such dire circumstances they are able to rapidly develop new technologies and tactics to survive and thrive. By the end of their twenty third century, the Terrans were an up and coming galactic power. Whilst the Terrans are physically unimpressive, mentally average, and shortsighted, one should never underestimate their ability to persevere against overwhelming odds. As the saying go "you can't keep a good Terran down".
Terran history and governance can be roughly split into three periods... pre-unification, unification, and post-republic. During their pre-unification era Terrans were primitive, superstitious, and xenophobic. Only by the end of this era, when facing the collapse of their biosphere due to over-exploitation and shortsighted obsession with capitalism did the Terrans unify their world.
This government eventually became the Terran Republic, made contact with alien races and acquired interstellar capabilities. During this time the Terrans were open, democratic, tolerant, and endeavored to be consummate explorers and colonizers. Their earnestness in expanding led to a massive conflict with the Ukaros Dynasties and other empires known as the "Monroe Wars".
The conclusion of this war was a total defeat for the Terrans, their colonies became independent, their homeworld was bombarded, and their fleets decimated. "Humanity" had spread out into the stars and had finally lived up to their greatest and noblest aspirations... only to find themselves brutally chastised by races without such concerns or morals. So ended the era of unification and began the time of the post-republic.
The failure of the Republic to win the Monroe Wars resulted in a widespread "revolution by abandonment" as government agencies and employees simply refused to function. In essence a vast government "strike" this event created a massive political and social vacuum. This in turn, led to a cunning reorganization of Terra's bureaucracy by a eclectic cabal of military leaders, industrialists, and bureaucrats who stepped in to create a new government. This new arrangement came to be named the "Terran Sovereignty", the name, a clear commitment to the government's goal of maintaining territorial integrity and acquisition for the benefit of all Terrans.
While maintaining some of the outward appearances of a democratic state, the Sovereignty is largely defined by a militaristic framework and is ruled by a powerful cabinet of nine individuals representing various departments of government. Furthermore, one such member volunteers and is elected for life as the "Sovereign" (the first Sovereign is currently reigning). The Sovereign holds ultimate executive authority and is intended to provide decisive leadership and maintain a cohesive strategy for the entire Terran race.
To this end and unbeknownst to the general public, the Sovereign is also cybernetically augmented and integrated with the government's network of strategic A.I. The Sovereign has had their personality made subservient to the primary algorithms of this network. This fact is kept secret and the population is led to believe that the Sovereign is a benevolent and nearly ego-less public servant... which is true, after a fashion. Should the Sovereign say "I am the State", citizen's can rest assured that this is a literal statement.
The Sovereignty has successfully mustered all of Terra's remaining resources into reconstruction, and having the full support of the military, was able to maintain control over the population. Now, decades later, the Sovereignty has ingratiated itself with the populace by feeding it (literally) a healthy budget of socialist programs and militant propaganda, has rebuilt the Terran navy from scratch, reacquired numerous colonies, and is again made Terra a galactic power. Conflict now seems inevitable once again between the Terrans and several of their neighbors, including their erstwhile enemies, the Ukaros Dynasties... but this time... the Terrans will be ready for a war.
The Terran Sovereignty's agenda is no secret and their propaganda while certainly self serving, is honest enough at face value. Rebuilding the Terran fleet, reclaiming all of Terra's former colonies, and avenging the billions dead in the Monroe Wars are the clear priorities for the Sovereign's government. With these priorities it is unsurprising that the Sovereignty's war machine is being developed at a unprecedented pace.
The Sovereignty's military is a far more impressive and professional force than the previous Republic fleets which were comprised of hastily commandeered and jury rigged vessels. Learning from the Monroe Wars Terran vessels sport various weapon turrets with excellent fire arcs, effective long range scanners, and very heavy armor plating and structural integrity.
While the Terran fleet isn't the most maneuverable in tactical battles, their drive systems are excellent and highly dependable, allowing their ships to strategically relocate whenever necessary... an advantage the former Republic fleet possessed that has been retained by Sovereignty ship designers.
In combat, Terran ships perform equally well in offensive and defensive engagements due to their all-around good performance attributes, and flexible weapon systems. Terran ships are also fairly modular, allowing for rapid repair and refit during any extended conflict.
It should also be noted, that the Terran Sovereignty has fully embraced cybernetic augmentation for their officers and ground troops. This has allowed Terrans to shorten the gap between their below-average reaction times and physical endurance with their most likely opponents, the Ukaros.
Furthermore Terran industries are now under the direct supervision of their militaristic government and are kept in a constant state of readiness or "war footing". Whilst commercial success and profits were far greater during the age of the Republic, the Sovereignty enjoys a stable economic base that is optimized for fighting and winning wars.

Plenty of species can be considered aggressive or ambitious, but the Terrans are uniquely rapacious. This is most evident by their culture's predominant "consumerism", and in general, Terrans are considered the most materialistic of major galactic powers... no other species' population has such a desire for "things". The Ukaros and Tothk desire power, Aquilarans and Fulgar status or wealth, Zrenrakka simply want to dominate their surroundings... but Terrans? Terrans want to fill their life with convenience and stuff more-so than is considered "normal". You won't find nearly as many interior decorators in other species.
Terrans are sometimes called "milk lovers" by other species, because the production and consumption of milk is generally an uncommon adaptation. Even so, no other species has industrialized milk production like the Terrans have, as a result, the Terrans can boast the greatest variety in both milk and cheese in the galaxy to date.
The Terrans have an understandable aversion to the Ukaros due to the Monroe Wars, and their government can certainly be described as paranoid or even xenophobic... however, as a species the Terrans are considered fairly outgoing and are noted as being easy to make friends with by others.
