The Aquilarans are an aggressive species with specific environmental needs and a high birthrate. They are determined to expand their holdings to relieve their overcrowded population. Arguably the most technologically advanced of the great powers, the Aquilarans often trade their expertise for favorable diplomatic concessions while maintaining a small but very effective fleet.
Aquilarans are a bipedal and semi-aquatic race from an icy and largely oceanic world of Aquiloo. Tall, thin, agile, with bulbous heads, sharp teeth, and large yellowy eyes, the Aquilarans make for a frightful profile compared to your average Terran. However, it is the Aquilarans fantastic intellect and breeding rate that is truly fearful and this is evident from their recent history.
The evolution of the Aquilarans is somewhat of a mystery, as their geological record remains incomplete and crucial evidence of their transition from a purely aquatic species of armored and carnivorous fish to a bipedal race... are nowhere to be found. Regardless, at some point in prehistory the Aquilarans became bipedal and began living on the submerged slopes of the many archipelagos of Aquiloo. They would live underwater, but often emerge from the waters to hunt the relatively easy prey on land or to travel to other communities.
The geographical nature of their world greatly influenced their cultural and historical development, and as such, the Aquilarans have always been fractious and fluid in their politics. There has never been an age of large nation states of imperial powers on Aquiloo, instead their history is replete with patchwork cooperatives of city states and local power brokers of every sort.
Aquilarans are aggressive, competitive, carnivorous, and highly innovative. Their world hosted many diverse communities and each community has been largely free to rule itself as it sees fit until only modern centuries. As such, individual groups of Aquilarans often have varied cultural values, however, one cultural tradition is universal... dueling.
Aquilaran societies are generally merit-based hierarchies, however, if a subordinate wishes, he may "duel" for increased status with his immediate superior. This duel is a mixture of physical combat, posturing, and most importantly, telepathic assault. Aquilarans possess a moderate telepathic ability to impose emotions, illusions, or assaults and this has long been their preferred method of establishing a pecking order. Thankfully, Aquilaran telepathic abilities can only impact other Aquilarans, a fact, that Aquilaran scientists are striving to change via genetic or cybernetic augmentation, but have yet to achieve.
With this competitive foundation, one would expect that Aquilaran history would be marked by vast autocratic regimes, but thankfully, because each and every Aquilaran is competing with any and all others, this has kept such autocracies short-lived and small in scale. Meanwhile the diverse Aquilaran communities continued to tinker and create new technologies. The first "air-suit" allowed the Aquilarans to stay above ground longer than a mere seventy two hours and gave the community an advantage over their neighbors, but then someone developed a better armor penetrating bolt-gun to counter this, and so on and so forth, driving an ever-increasing rate of technological brinkmanship.
It wasn't until the Aquilarans observed a alien space probe enter their atmosphere that they looked at each other... and reconsidered their lack of unity. As long as the Aquilarans were alone in the universe, they were quite content to feud amongst themselves and revel in their individuality. The alien probe in question left the Aquiloo system before the Aquilarans could properly analyze it, and today it is unknown who sent the probe... it is generally assumed though that the probe was Ukaros in origin.
This event sparked a political renaissance amongst the Aquilarans, who for the first time began cooperating en masse and applying their brilliant and inventive minds collectively to explore space. The end result of this exertion was that the Aquilarans launched a small flotilla of ships as an expedition to explore their region of space... and they quickly found what they were looking for... signs of other intelligent life: the Ukaros and the Tothk.
Unfortunately for the Aquilarans they were not able to make peaceable contact with either of these races, as every attempt to do so was ignored or was met with hostility and violence... it appears that both the Ukaros and Tothk assumed the Aquilaran ships to be a "trick" or an ally of the other and refused to engage. The Aquilarans were able to observe that the Tothk and Ukaros were mired in a centuries long conflict on an interstellar scale, and that unfortunately, the Aquilarans were cosmologically enveloped by an alien battlefield.
If the Aquilarans wanted to expand into space they would need to find a way to "leap-frog" these larger empires, while still having the ability to defend their homeworld and any new acquisitions. Aquilaran scientists spared no effort and worked tirelessly to achieve this herculean task and eventually succeeded. Their success came in the form of a new interstellar drive technology, that would become the first truly practical faster than light "FTL" propulsion system.
Utilizing this breakthrough and technologies gleaned from Tothk and Ukaros wreckage and captives, the Aquilarans were able to build a small but incredibly capable fleet and began exploring the galaxy beyond their warring neighbors. Seeking resources, colonies, or potential allies the Aquilarans found numerous alien civilizations that were technologically inferior to them and traded limited technical knowledge in exchange for valuable and rare resources. During this time, the Aquilarans were also able to establish their first off-world colonies... though small and restrictive due to the Aquilarans unique environmental needs, these were the ultimate expression of Aquilaran hopes and dreams.
It wasn't long though before the Ukaros and Tothk took notice of the Aquilarans and their new fleet. Considering the Aquilarans to be dangerous usurpers both empires sent ships and decimated new Aquilaran colonies and war began.
The resulting "Triadic War" quickly became a standstill. The Aquilarans could freely intercept and destroy small groups of Ukaros and Tothk ships, or their outposts, but were not numerous enough to assault any of their power bases. Meanwhile, Tothk and Ukaros fleets were faced with the daunting task of having to defend virtually every asset they possessed because of their enemy's superior strategic speed. Raids on all sides would continue for the next century with everyone's economy and resources strained to the maximum.
This deadlock would ultimately be broken when Aquilaran explorers discovered the Fulgar home system of Fuldoon. The Fulgar were an acquisitive race that was already leveraging their home system's vast mineral wealth, but had not developed interstellar capability. Seeing an opportunity to trade for vast resources desperately needed by the Aquilaran shipyards, the Aquilarans treated the Fulgar as they had the other non-starfaring species they encountered and attempted to trade some basic technologies.
This effort was somewhat successful, but in the Aquilarans hubris, they had allowed Fulgar agents and technicians to deliver goods aboard their ships and unbeknownst to them, these Fulgar were part of a concerted effort to covertly obtain the Aquilaran FTL drive technology. The Fulgar were incredibly successful.
Over the next decade, the Aquilarans enjoyed their trade relationship with the Fulgar, whilst the Fulgar immediately began exploring the galaxy themselves and unlike the careful Aquilarans... wantonly trading FTL and other technologies to the races they encountered... including the Terrans.
As more and more primitive races began building and sending FTL capable ships, it was inevitable that the Ukaros and Tothk would acquire the technology by encountering them. The Triadic Wars soon became far more serious, as all combatants could now send vessels to each other's territories in a matter of weeks and months, what once took cycles and decades. The carnage and destruction then accelerated and it soon became clear that it was unsustainable.
Growing increasingly desperate the Aquilarans took on a daring scheme to end the wars... one which would sacrifice what remained of their battle fleet, but would so hamstring their enemies that it was hoped all of them would be forced to seek peace. The Aquilaran forces began attacking Tothk and Ukaros colonies with bio-weapons, greatly angering both parties, the Aquilaran fleet began raiding their opponents... both of them... and then feigned engine troubles luring Tothk and Ukaros alike to pursue with large fleets.
When the Tothk and Ukaros fleets arrived and began chasing the Aquilaran ships in-system, they were not only surprised by each other's presence, but the fact that they were apparently engaging inside yet another alien race's system, one heavily populated.
In fact, the Aquilarans had tricked all of their fleets into engaging within the Fuldoon system. The Fulgar, while economically powerful and currently building a vast trade empire, had little in the way of military assets and were caught entirely by surprise. Now known as the "Great Gamble" the battle that ensued was unprecedented in scale and resulted in the complete destruction of Aquilaran and Ukaros fleets, the Tothk fleet survived in part, but found itself harried by the quickly mustered Fulgar forces. Fulgar orbital infrastructure had been devastated. Following the calamity, it was the Fulgar who brought all parties to the negotiation table and concluded the Triadic Wars.
In the time that followed, during the great events such as the emergence of the Terran Republic, the Monroe Wars, and the subsequent political turmoils, the Aquilarans have been opportunistic, but generally aloof from galactic affairs. Their empire today is territorially the smallest, but has built many large orbital habitats to expand their rapidly increasing population. What few colonies they possess have been properly reinforced, and the Aquilaran fleet has been rebuilt and sports the most advanced technologies in the galaxy.
In essence, the Aquilarans have been "trapped in a bottle" for several centuries and their instinctive ambition will not allow them to remain encircled for much longer. When and where the Aquilarans will strike out is an open question.
The primary goal of the Aquilaran Hierarchy and its leaders is to expand their territory to allow for their large population to relocate from their overcrowded homeworld. During the Monroe Wars the Aquilarans opportunistically attacked the Terran Republic and seeing that war between the Terrans and Ukaros seem inevitable, they are planning on attacking whomever seems weaker. Other than conquest, the Aquilarans are also pursuing a diplomatic strategy with many of the minor powers near their territory, hoping to one day incorporate them. Finally, the Aquilarans are also pursuing genetic engineering techniques in hopes of adapting their race to a greater variety of environments.
Generally the Aquilarans can depend on their advanced technology and excellent reflexes in open environments to give them an edge in battle... this is an important advantage for them to maintain because they have less territory and resources then the other great powers. Should disaster strike the Aquilaran fleet, they fully understand that they could be overrun before they could recover from their losses. As such, Aquilaran diplomats and commanders are very careful about planning engagements.
As the original inventors of practical FTL drives, the Aquilarans were embarrassed when Terrans radically improved upon the technology just prior to the Monroe Wars. Today, the Aquilarans have spent considerable resources reclaiming the mantle of "fastest ships" in the galaxy... albeit only by a small margin. Still, this allows the Aquilarans to rapidly position their forces. Which again, lends itself to carefully planned and precise engagements.
Aquilaran ships themselves are always designed to evade and maneuver more than sustain direct damage and their weapon systems are usually designed to attack enemy vessels in unorthodox ways. Fully embracing hit and run tactics and asymmetric warfare, the Aquilaran fleet is the ultimate first strike weapon and has some of the best pilots in the galaxy; capable of daring and devastating raids that could end a war in moments. Unfortunately the general fragility and limited quantities of ships means that in protracted battles the Aquilarans will be forced to retreat.
The Aquilarans have thusly, created a relatively small and elite fleet that acts as a fantastic deterrence to invaders, but they must be extremely careful and judicious in its use, lest their glass cannon... shatter.

The Aquilarans have no qualms regarding cannibalism and eating other members of their species can occur at various events. Due to the sheer variety of cultural traditions with the Aquilarans, one can never be truly certain when one may be served Aquilaran for dinner as an outsider. Eating certain organs often has considerable meaning to an Aquilaran culture, but these can be contradictory and cross-culture events have to be meticulously planned to avoid offense if serving any.
Aquilarans are generally considered ambitious and distrusting of anyone outside their immediate circle of intimates... however, Aquilarans love gadgets, trinkets, and toys much more so than most, and a smart way to start a relationship with any Aquilaran is to offer them something new of this variety.
While Aquilaran cultures can vary in detail greatly, they share common traits... one such trait is that they always have mandated celebrations of excess. Essentially... you can always count on Aquilarans to party... religiously so.
