Understand and work with the local conditions within your city

Ensure that you and your partners understand and acknowledge the effect of the local conditions and environment on your proposed plan: how these conditions will affect what you plan to implement, how well those actions will work and what implementation approach you will need in order to succeed. Be aware that implementation is about context and that even the best practice needs the right conditions to be effective. Use diagnostics for mapping & understanding your city context and the explicit local conditions. Identify and evaluate the local conditions. Communicate these to others. Assess the required conditions for successful delivery of a particular action and be open about whether these actually exist. Alter the conditions to be more suitable – prepare the ground. Be open to adjusting your plan so it works within the context into which you are implementing.
