This committee shall have general jurisdiction over social welfare; rehabilitation of prisoners and parolees; rehabilitation of victims of drug addiction; prevention of    juvenile delinquency; welfare, and protection and promotion of the rights of the senior citizens and the disabled; food and shelter for the elderly; enhancement of the role of the disabled and the elderly in community building; welfare and promotion of the interest of the world war veterans; and other related matters.
