The Flock are Zonerunners- they run the Zones of Mobius, combatting Robotnik- though the Chemical Plant Zone is the closest thing they have to a home.

Biography: Megatox was once a scientist working for Doctor Robotnik in the Chemical Plant Zone. Without warning, a chamber he was working in was flooded with Mega Mack, the chemical compound designed specifically to kill Sonic. Instead of being killed himself, Megatox bonded with the Mega Mack and was reborn as a living liquid poison.
