The SDBI (SimDemocracy Bureau of Investigation) is SimDem's police force. It has the power to make arrests, investigate crimes, and so on. The SDBI is headed by the Director of Investigation. There are multiple ranks within the SDBI, meaning users of any level can be a member.
In order to make an arrest, an SDBI officer needs to obtain a warrant.

§1. The SimDemocracy Bureau of Investigation (SDBI) shall be led by the Director of Investigation.
§2. The second-in-command of the SDBI shall be the Deputy Director of Investigation, who shall assist the Director of Investigation in their duties, and fulfil their duties when they are not available.
§3. Below the Deputy Director of Investigation is the Agent. Their job is to investigate crimes assigned to them by the Director or Deputy Director of Investigation. They may also make arrests if granted a warrant by a judge, or without a warrant if the requirements in Article 10: Arrest Without Warrant are fulfilled. They may be assigned as either a Secondary or Primary on a case.
§3.1 To be promoted from Detective to Agent, one must have completed an investigation as a member of the SDBI and have passed the Bar Exam to ensure a high standard of legal knowledge and investigative capabilities.
§4. Below the Agent is the Detective. Their job is to investigate crimes assigned to them by the Director or Deputy Director of Investigation. They may also make arrests if granted a warrant by a judge, or without a warrant if the requirements in Article 10: Arrest Without Warrant i are fulfilled. They may be assigned as either a Secondary or Primary on a case.
§5. Below the Detective is the Recruit. They can obtain warrants from judges, participate in investigations and assist with bureaucratic duties within the SDBI. They do not have the authority to make arrests. They may only be assigned as a Secondary on a case.
§1. A report should be filed at the conclusion of an investigation and after an arrest is made. It should include the following:
§1.1 A detailed explanation of what took place.
§1.2 Any evidence gathered by Officers.
§1.3 Statements made by arrested individuals.
§1.4 Statements made by witnesses.
§1.5 Any other information as needed based on current laws.
§1.6 If an arrest was made during the investigation, the arrest report should be included in the final report on the investigation.
§2. A Case File is defined as a document containing all the information on a closed or open case.
§2.1 At any time during a case, a superior may ask to see the case file.
§2.2 Acase file should include all information regarding the case.
§2.3 At the conclusion of the case the official report should be put on top.
§2.4 A case may change hands by a superior officer reassigning it.
§2.5 In the event of a case changing hands, all information regarding the case must be handed over to the new primary.
§3. Upon the closing of a case completed by an officer, the case file shall be made publicly available.
§3.1 Before the release of a case file, sensitive information can be redacted from versions to be released to the public at the request of the victim whom the information is about.
§4. A discord channel named #SDBI-reports shall exist for reports.
§5. The SDBI can take reports in DMs if they contain sensitive information.
§1. The SDBI, being the police force of SimDemocracy, has the authority to investigate suspected crimes or criminals.
§2. SDBI members (except for Recruits) shall have the authority to make arrests, subject to the terms stated in Article 9: Warrants and Subpoenas if someone has been seen breaking the law, or if there is evidence of a law(s) being broken.
§2.1 If within 24 hours legitimate evidence of a suspected crime for the arrest cannot be presented, the arrested in question is free to go.
§3. Arrested individuals may be muted or placed in an isolated channel on the discord.
§3.1 It is to the discretion of the court whether the individual is to remain muted until their pretrial or trial.
§3.2 In the event the mute remains until the pretrial or trial, the accused must be informed of their right to an attorney and their right to request a court order to grant them release of their mute until their pretrial or trial.
§4. A case can be assigned to one or more SDBI members by the Director of Investigation. If more than one is assigned, one SDBI officer must be named the primary. The primary shall lead the case and direct the secondaries as they see fit.
§4.1 Recruits cannot be assigned to a case alone and cannot be a primary.
§4.2 The Director has the authority to close a cold case and reopen a cold case.
§4.3 The Director shall have the authority to publish a public or private Handbook detailing codes and other custom ideas, as well as regulations based on current laws.
§5. The SDBI can directly investigate a report made by a citizen regarding a committed crime.
§5.1 The SDBI has to turn in all evidence regarding the case to the SDPO.
§1. A warrant shall be a document granted by a judge to a SDBI officer that grants them the authority to make a lawful arrest.
§2. The SDBI may request a warrant from a judge if they believe there is probable cause that evidence of criminal conduct exists in Discord or Reddit private messages.
§3. Any sitting Judge may issue warrants for arrest, provided sufficient evidence to reach a standard of probable cause.
§4. Probable cause shall be characterized by any of the following conditions:
§4.1 Court-admissible knowledge of a criminal offense;
§4.2 Reasonable suspicion of a crime that was committed;
§4.3 Reasonable suspicion of the intent to commit a crime.
§6. A subpoena shall be a document granted by a judge to a SDBI officer that requires an individual to cooperate with the conditions and instructions of the subpoena.
§7. The SDBI may request a subpoena from a judge if a witness or suspect declines to give voluntary testimony, and there is probable cause that said testimony is necessary to the completion of the investigation.
§7.1 The subpoena may be requested without the need for asking for voluntary testimony if it concerns classified information, but this request may only be made by Patrol Officers.
§8. Tickets may be issued by the SDBI in place of an arrest with the approval of a judge.
§8.1 A ticket shall be a mute of up to two hours but no shorter than 30 minutes.
§9. The officer giving the ticket must inform the citizen receiving the ticket that they have the right to request an indictment and/or warrant of arrest instead of receiving the ticket, and to be notified that the issuing of a ticket means that the citizen cannot later be indicted for the offence in question. Any citizen who has gotten a ticket may instead request a trial.
§9.1 The officer has to inform the citizen about their rights before applying the ticket.
§1. In the instance that a Judge is not available to issue a warrant, an officer may make an arrest without warrant. The officer must be able to prove that no Judge was available and demonstrate the standard of probable cause was met to both the Judiciary and Senate when called upon.
§2. The following shall not require a warrant to arrest:
§2.1 Mass pinging of other users & roles/parties without reasonable cause; or
§2.2 Posting of NSFW content outside of NSFW-permitted channels; or
§2.3 The continual stream of text or image based communication which would likely disrupt conversations and/or silence others.
§3. During DEFCON 1 or DEFCON 2, arrests may be made without a warrant so long as it is in the interests of national security.
§3.1 All arrests without warrant must be reviewed by the Oversight Council once SimDemocracy is no longer in DEFCON 1 or DEFCON 2.
§4. Judges may make arrests and do so without a warrant during DEFCON 1 or DEFCON 2 so long as it pertains to the purpose that SimDemocracy entered DEFCON 1 or DEFCON 2.
§5. Arrests may be made without a warrant if there is probable cause that an individual has doxxed someone.
§5.1 Doxxing is defined as intentionally publishing private or identifying information about an individual on the Internet without the person's consent.
§5.2 Anyone with the perms to do so may delete a message containing the doxx.
§5.3 If evidence is provided that a user has doxxed another user (whether within the territories of SimDemocracy or outside of them) then said user may be arrested without warrant on the SimDemocracy Discord Server.
§5.4 Evidence containing a doxx shall have to be censored unless given expressed permission from the victim.
§6. To allow the other sections of Article 10 to be meant, all officials allowed to make arrests without warrants are to have manage role and manage message perms.
§1. A discord channel “Holding Cell” shall be created for those imprisoned by SDBI officers.
§2. A channel known as “Interrogation” shall be made, and may be used by SDBI officers to interrogate people.
§3. A bot shall be added with the ability to save messages. All messages from the channel “Interrogation” shall be archived by the bot in a channel known as “Interrogation Archives”.
§4. The following individuals are restricted from being in the SDBI:
§4.1 Security Council members, except for the Director and Deputy Director of Investigation.
§4.2 Any Judge
§4.3 Secretary of Elections
§4.4 Speaker of the Senate
