There are currently 5 departments in SimDemocracy:
These Departments have their respective Department Heads, these are also Executive Officers. These Heads or Secretaries report directly to the President.
§1. The President shall appoint executive officers as created by legislation to conduct the business of government.
§1.1. Article 1, §1. of the Constitution applies.
§2. The President may demand the resignation of any executive officer.
§2.1. Legislation regarding the Executive Officer may specify otherwise.
§3. Executive Officers shall have immunity against punishments described in Appendix §1.6.
§4. Executive Officers may be Moderators of r/SimDemocracy with any permissions according to the Appointer’s decision. They shall have at least all the restrictions of their appointer in their usage, but he/she may add others.
§4.1. Article 6, §2.1 of the Constitution applies.
§1. A Secretary may be appointed by the President and subject to a majority confirmation vote in the Senate.
§1.1. A Secretary may be impeached for treason, dereliction of duty, abuse of power or other high crimes and misdemeanors by a 2/3 Senate majority.
§1.2. The President may demand resignation of any Secretary except Secretary of Elections.
§2. Secretaries shall serve indefinitely until resignation or impeachment.
§2.1. The Secretary of Elections shall instead serve a five (5) week term.
§2.2. The Secretary of Foreign Affairs shall instead serve a four (4) week term.
§3. All Secretaries shall be considered Executive Officers and are a part of the Executive branch.
§1. All secretaries (except the Secretary of Elections, Secretary of Homeland Security and Secretary of Foreign Affairs) shall have the right to appoint subservients (secretary staff members) with the purpose of helping the secretary with their duties as a secretary.
§2. A secretary nominates a secretary staff member (SSM) by publicly announcing it on the subreddit.
§2.1. The announcement shall include the username of the nominated SSM in the post.
§2.2. For the nomination to be confirmed, a simple majority in the senate is needed.
§2.3. SSMs may not hold any elected office or be a member of the Judiciary.
§4. One cannot be an SSM under two secretaries simultaneously.
§5. An SSM shall have access to all functions that the secretary that appointed them has. For example, a Secretary of the Wiki SSM shall be able to edit the Wiki, a Secretary of Media SSM shall be able to upload videos to the channel and so on.
§5.1. An SSM shall not be able to appoint SSMs.
§5.2. An SSM also has all the same duties and shall follow all the same restrictions as the secretary that appointed them.
§6. SSMs are obligated to obey their respective secretaries. Failure to do so constitutes dereliction of duty.
§7. Any SSM may be removed in the same way as their respective Secretary.
§7.1. An SSM can be fired at their secretary’s discretion.
§8. If a secretary is impeached from their office, all of that secretary's SSMs shall be removed from office.
§9. A Secretary may appoint one of their SSMs to continue the Secretary's duties if the Secretary is unable to.
§9.1. The appointed SSM may not appoint new SSMs.
§1. The Secretary of Elections shall be responsible for conducting Senate and Presidential elections.
§1.1. The Secretary shall collect all statements from citizens running for office.
§1.2. The Secretary shall set up and oversee the election via an electronic medium in accordance to the laws and Constitution.
§1.3. The Secretary shall announce the results of the election in a timely manner.
§2. The Secretary of Elections shall be responsible for conducting referendums set by other legislation.
§2.1. The Secretary shall set up and oversee the referendum via an electronic medium in accordance to the laws and Constitution.
§2.2. The Secretary shall announce the results of the referendum in a timely manner.
§3. The Secretary shall refer violations of election rules and laws to the appropriate authorities.
§4. The Secretary shall, upon demand, produce an audit of election information to the Senate for oversight.
§5. The Secretary of Elections may not hold any elected or appointed office.
§5.1. The Secretary of Elections may not run for any elected office.
§6. There shall be a Deputy Secretary of Elections, whose duty is to uphold the office of Secretary of Elections if the Secretary of Elections is unable to conduct their duties.
§6.1. The Deputy Secretary of Elections is appointed or removed through the same process as the primary Secretary of Elections and shall be subject to the same restrictions.
§6.2. The Secretary of Elections shall share all data regarding their work with the deputy Secretary of Elections.
§1. The Secretary of Media shall operate in but is not restricted to, SimDemocracy’s subreddit, Simdemocracy’s discord, and SimDemocracy’s YouTube channel.
§1.1. The Secretary of Media shall possess powers in the subreddit and manage general maintenance e.g. editing flairs and improving bots, working on any potential CSS, manage the sidebar, and work on any large community events.
§1.2. The Secretary of Media shall coordinate with the discord supervisor on Server perks, future innovation, and community events. There shall be an official SimDemocracy Youtube channel.
§2 The Senate shall vote on the name of the channel before it is created.
§2.1. Everyone may submit name suggestions for the channel.
§2.2. The Secretary of Media shall manage, post others’ videos at their discretion, and will be encouraged to make videos themselves.
§3. The Senate may vote on monetization of the Youtube channel once it gets big enough.
§3.1. There must be a plan in place to deal with the money for the vote to happen.
§4. In order to be officially recognised by the state, the media organisation, hereby defined as an organisation which provides broadcasting, film, internet, and text services for the public, must send in an application to the Secretary of Media detailing the:
§4.1. Name of the media company, a short description of what they plan to do, and the company's owner(s).
§4.2. The Secretary of Media then must respond to the application stating that their company is now an officially recognised media.
§5. As well as being recognised, the media company will be rewarded for the contribution to the community with monetary rewards.
§5.1. The Secretary of Media will distribute the monetary rewards between the media companies.
§5.2. The Secretary of Media will use their own judgement on what percentage each media company will receive, from a set amount given to the Secretary of Media from the government. This will be based on the factors that follow:
§5.3. The number of articles published in that week, the quality of said articles, the reliability, accuracy, and validity of said articles, whether the company in question has hosted any other beneficial events, for example, but not limited to; a presidential debate.
§6. The media companies will have the ability to bid on the ability to host an event.
§6.1. The SoM will make a post to the sub explaining the event’s details, and any companies interested will bid in the comments of said post.
§6.2. The media companies may not bid with money they currently do not own or will receive from the event.
§6.3. The winner may charge a small fee to anybody who wishes to witness the event live, but this has to be negotiated with the Secretary of Media and a summary of the event must be.
§7. If no companies bid for the event, a raffle will take place of all the media companies that are able to host the event.
§7.1. If there are two consecutive events that need a raffle, then the winner from the previous time shall be excluded from the raffle unless they are the only company able to host it.
§7.2. If the media company declines to host the event, then another raffle will take place.
§8. If a media company believes they have not been given the appropriate rewards, they have the right to appeal the decision.
§8.1. In order to appeal the decision, the media company in question will make a post to the sub detailing why they believe they should be given a fairer share of the rewards by proving what they did, explained in art. 3 §5.3
§8.2. The Secretary of Media will then either amend their mistakes or take the appeal to the courts, where a civil trial will take place.
§9. No media company is not legally bound to apply for official recognition, however, in doing so they forfeit the right to rewards from the government and the ability to host presidential/senatorial debates.
§9.1. The media company then has the right to make money using different methods, if they don't apply for rewards.
§9.2. The media company has the right to leave the recognised list, by simply notifying the Secretary of Media. This will have an immediate effect, and as such will lose it's recognized state
§10. The economy council will include the monetary rewards into the government budget.
§11. The rewards system will begin after the economy has been implemented.
§1. The Secretary of Expansion shall have the duty to oversee and direct the Heads of Advertisement and Integration.
§2. The Head of Advertisement shall be appointed by the Secretary of Expansion, with confirmation from the President.
§2.1. The Head of Advertisement shall have the duty to advertise SimDemocracy to other subs, Discords and any other mediums, as well as recruit members to the Department of Advertisement.
§3.The Head of Integration shall be appointed by the Secretary of Expansion, with confirmation from the President.
§3.1. The Head of Integration shall have the duty to integrate new and existing users into SimDemocracy both politically and socially, as well as recruit members to the Department of Integration.
§4. The President and/or Secretary of Expansion may direct either or both departments to work on tasks that encourages the growth, integration, interest and engagement in SimDemocracy so long as it would have the likely outcome or expected likely outcome to improve the wellbeing and enjoyment of being a part of SimDemocracy.
§5. The Secretary of Expansion may dismiss the Head of Integration and/or the Head of Advertisement, with confirmation from the President.
§1. The Secretary of Foreign Affairs shall oversee the Department of Foreign Affairs.
§2. The Secretary of Foreign Affairs shall be directly under command of the President.
§3. The Secretary of Foreign Affairs shall be responsible for conducting and managing the SimDemocracy foreign relationships as well as conduct all diplomacy between SimDemocracy and foreign states or entities.
§4. SimDemocracy ambassadors shall deliver weekly reports directly to the Secretary of Foreign Affairs.
§5. There shall be a Deputy Secretary of Foreign Affairs, whose duty is to uphold the office of Secretary of Foreign Affairs if the Secretary of Foreign Affairs is unable to conduct their duties.
§5.1. The Deputy Secretary of Foreign Affairs is appointed or removed through the same process as the primary Secretary of Foreign Affairs and shall be subject to the same restrictions.
§5.2. The Secretary of Foreign Affairs shall share all data regarding their work with the Deputy Secretary of Foreign Affairs.
