Oversight Council Procedure Act

Preamble:

This bill ensures that the Oversight Council functions as intended. It was not included in the Constitution itself as a certain amount of flexibility is needed if the Oversight Council does not function as intended or at its peak capacity.

Part 1 - Procedures

Article 1 - Reports

§1. The Oversight Council is required to write a report on the performance of a government department upon formal request of any citizen.

§1.1. A formal request by a citizen by a Reddit post and/or in #general-announcements on the Discord.

§1.2. The Oversight council are not required to submit more than one report on a particular branch of government every two weeks.

§2. The report is to be completed 72 hours after a request and posted on the Subreddit with the flair “OC Report” and in #official-announcements with the link to the Reddit post attached.

§2.1. Any member may post the report.

§3. Before a report is submitted, the Oversight Council must reach a majority vote that the report is complete.

§3.1. If the Oversight Council cannot form a majority confirmation of a report after 72 hours, each member must submit their own individual report within the next 24 hours.

§4. In the event that the report directly concerns one of the members of the Oversight Council, they must abstain from voting.

§5. In the event that the report directly concerns members of the Oversight Council, the respective secondary members of the Oversight Council will instead write, vote on and submit the report.

§5.1. This shall include when a citizen requests a report on the performance of the Oversight council primary members.

§6. If a member of the Oversight Council has a conflict of interest in writing the report, they must either abstain from writing and voting on the report or give full disclosure in the report of their conflict of interest.

Article 2 - Discord Servers and Channels

§1. Any channels and servers in use by any SimDemocracy government department must be given full access to the primary members of the Oversight Council.

§2. If a secondary member is required to be involved in the writing and voting of a report, they will be considered a primary member for the purpose of article 2 section 1.

§3. The Oversight Council shall have three channels:

§3.1. #primary-oc - this shall be a visible channel that primary members may write in. Votes and discussion on reports shall be held here for primary members.

§3.2. #secondary-oc - this shall be a visible channel that primary and secondary members may write in. Votes and discussion on reports shall be held here for primary and secondary members, when one or more secondary members are required to participate in the report and vote.

§3.3. #private-oc - this shall be a hidden channel that primary members shall be able to write in, for the purposes of reports that require discussion of classified material before reaching a conclusion on the finality of the report.

The Oversight council is divided into two levels:

• Primary Oversight Council (Primary OC)

• Secondary Oversight Council (Secondary OC)

The Primary Oversight Council constitutes the following roles:

• The president

• The Speaker of the Senate

• The Supreme Court Chief of Justice

• Economic Supervisor

The Secondary Oversight Council constitutes the following roles:

• The Vice President

• The Deputy Speaker of the Senate

• The second most oldest member of the supreme court justices

• A member of the Economic Council, decided by the council itself
