The Speaker presides over the Senate, and has the authority to control what times bills are proposed to the Senate.
The vote of who becomes Speaker occurs after the announcement of the Senate results.
Senators vote for who they wish to become Speaker in a Speaker election.
Speaker are considered the leader of the Legislative Branch. As a result, they are part of the Oversight Council, which basically is an organ that consists of the main representatives from each of the branches.
The Speaker can be impeached (kicked from office) by the Senate, in which case they return to being a normal Senator.
§1. The Senate shall choose one of its own members by simple majority vote to lead the chamber; this Senator shall be granted the title of The Speaker of the Senate.
§2. The Speaker shall be the third Moderator of r/SimDemocracy with full permissions at all times during their term.
§2.1. The Speaker shall have all the restrictions outlined in Appendix §2.1.
§3. The Speaker shall have the authority to control the legislative calendar, including the timing of legislation, confirmation, and impeachment votes.
§3.1. The Speaker may not delay confirmation or impeachment votes for more than 24 hours.
§3.2. If the Speaker chooses to deny a legislation a vote on the Senate floor, the Senate may pass a Discharge Petition with a majority vote to force the legislation to the floor.
§4. The Speaker can subpoena citizens as part of the Article 1, §4. of the Constitution oversight responsibilities.
§5. The Senate may remove a Speaker from office by holding a "Vote of No Confidence" which passes with a simple majority vote.
§5.1. Speaker cannot deny a Vote of No Confidence from reaching the floor. If the vote passes, the former Speaker remains a Senator.
