The Security Council (SCO) is the body that heads the Security Department. They make decisions based on the information and recommendations of each branch of the Security Department. The SCO also ensures cooperation and sharing of information among these branches.
The SCO is headed by the President, and includes the Heads and Deputies of each branch of the Security Department. It's members are as follows.
The SCO also has a duty to lower or raise DEFCON (Defense Readiness Condition) in accordance with suspected threats. By raising DEFCON (to a maximum of 1, with 4 as the normal condition), the SDBI as well as the SCO is declaring that a threat is imminent and precautions should be taken.
The SCO is also tasked with releasing all information gathered to the public, using the procedure set out below.
§1. SCO is to release all information gathered to the public. The procedure for releasing information gathered to the public is:
§1.1. A report is released to the Oversight Council each week. The Oversight Council then determines when the information is to be released to the public, but no longer than 1 month.
§2. Information provided to the Oversight Council is to include, but is not limited to:
§2.1. Third parties that have taken notice of SimDemocracy, either in a positive, negative or neutral manner, and the actions the third party has indicated it will take.
§2.2. All possible strategies and ideas decided on by the SDRA, including intermediate and rejected ideas, and ideas said in jest.
§2.3. Whether a threat that is being investigated poses a risk to the irl safety of any person.
§3. It is not to include:
§3.1. The identity of Operatives and Informants or their alt accounts.
§3.2. Information that compromises an ongoing operation or investigation, so long as the operation or investigation has not been ongoing for longer than a month.
§4. The Director of Reconnaissance, on behalf of the SCO, must release Operative and Mission Logs in the SDRA to the public two weeks after the conclusion of a mission. The conclusion of a mission is to be decided by a majority vote within the SCO.
§1. The Security Council (SCO) shall oversee all branches of the Security Department, making collective decisions based on the information and recommendations of each branch as well as ensuring that branches act cooperatively and with shared information.
§2. SCO shall be made up of the President, Attorney-General, Deputy Attorney-General, Director of Investigation, Deputy Director of Investigation, Director of Reconnaissance and Deputy Director of Reconnaissance.
§3. Decisions in SCO will be determined by a majority vote, with any member being able to call a vote on a matter.
§3.1. The SCO must keep a record of all votes
§3.2. Each member has 24 hours to vote once a call for a vote is made.
§3.3. Ties are to be broken by the President.
§4. The same vote may not be sponsored consecutive times by the same member of SCO.
§5. The leaders and deputies of the branches are as follows:
§5.1. The Director of Investigation shall independently head the SimDemocracy Bureau of Investigation (SDBI) with the assistance of the Deputy Director of Investigation.
§5.2. The Attorney-General shall independently head the SimDemocracy Prosecutor’s Office (SDPO) with the assistance of the Deputy Attorney-General.
§5.3. The Director of Reconnaissance shall independently head the SimDemocracy Reconnaissance Agency (SDRA) with the assistance of the Deputy Director of Reconnaissance.
§6. All SCO members shall be considered Executive Officers and a part of the Executive branch. All other members of the SimDemocracy Security Department shall not.
§6.1. The President may appoint or dismiss the Director of Investigation, the Director of Reconnaissance or Attorney-General with two-thirds confirmation from the Senate.
§6.2. The Director of Investigation, Director of Reconnaissance or Attorney-General may appoint or dismiss their respective deputy, with a Senate majority confirmation.
§7. Any member of the SCO besides the Attorney General and his deputy may make arrests subject to the conditions in Article 10 - Arrest Without Warrant.
§8. All members of the SCO are permitted to speak in any channel of any branch within the Security Department, so long as they do not interfere with the operations of the branches.

§1. The DEFCON system (Defense Readiness Condition) is used to indicate levels of threat to SimDemocracy, and order levels of security readiness and alert, with the first level indicating the greatest threat and ordering the greatest state of readiness, with the fourth level indicating no threat and no above normal security readiness.
§2. The Levels shall be as listed below, with 1 being the highest, and 4 being the lowest.
§2.1. DEFCON 4 - No threat, normal readiness.
§2.2. DEFCON 3 - Suspected threat, SDBI set on alert.
§2.3. DEFCON 2 - Imminent threat, SCO discuss and prepare for imminent threat.
§2.4. DEFCON 1 - Implement contingency plans for the survival of SimDemocracy.
§3. Lowering or raising DEFCON to 1 or 2 requires a two-thirds majority vote by SCO and has a duration of 20 minutes.
§4. Lowering or raising DEFCON to 3 or 4 requires a majority vote by SCO and has a duration of 12 hours.
§5. If a member of SCO has not cast a vote within the specified duration, their vote is marked as “Absent” and treated the same as an abstain.
§6. The SCO shall design contingency plans for DEFCON levels 3, 2, and 1.
§6.1. Contingency plans for DEFCON 2 and 3 must abide by the Constitution of SimDemocracy, laws passed by the Senate and be approved by the Oversight Council.
§6.2. At DEFCON 1, contingency plans need only abide by the Constitution of SimDemocracy and be approved by the Oversight Council, unless a law specifically prohibits certain conduct during DEFCON 1.
§6.3. If unlawful actions are carried out due to following contingency plans, the SCO shall jointly be vicariously liable for the actions of the individual or individuals who committed the acts.
§1. The SCO will hold a single Discord Server in which to conduct the affairs of the SCO and their branches.
§1.1. An additional emergency backup server may be created.
§2. The Server Owner shall be nominated by a majority of the SCO and confirmed by a two-thirds Senate majority.
§3. The Director of Reconnaissance, the Director of Investigation, and the Attorney General shall all have moderator perms in this server.
§1. Information is to be marked as either classified or non-classified.
§2. All information in security-related departments, or departments that it is reasonably likely will at times have to deal with classified information from time to time (such as the judiciary or Senate) shall be marked as classified.
§3. There shall be three levels of clearance:
§3.1. Clearance Level 1 (Subject-Matter Clearance) shall permit an individual to have access to information on a particular subject-matter, such as a criminal investigation.
§3.2. Clearance Level 2 (Department Clearance) shall permit an individual to have access to information within the full scope of a government branch or department, such as the Senate or the SDBI.
§3.3. Clearance Level 3 (State-Wide Clearance) shall permit an individual full access to all classified information, as well as all government-related Discord channels and servers.
§4. All members of SCO and the OC shall have Clearance Level 3 (State-Wide Clearance).
§4.1. They bodies, separate to one another, may by majority vote grant an individual or individuals Clearance Level 1 or Clearance Level 2.
§4.2. These votes must be made publicly available, but need not include the specifics of what information was granted if Clearance Level 1 was granted.
§5. All heads and leaders of departments shall have Clearance Level 2 (Department Clearance) of the respective department or departments they lead.
§5.1. They shall have the power to grant members of their department Clearance Level 2 and/or Clearance Level 1. If a department leader is silent on the matter, it is presumed that all members within the department shall hold Clearance Level 2.
§6. All Judges shall have Clearance Level 2 within the judiciary and all Senators shall have Clearance Level 2 within the Senate.
§7. Conversations and information of a frivolous manner and/or unrelated to the affairs of a department, even when occurring within the department, shall not be considered classified.
