For the sake of this chapter, the term “punishment”, refers to any form of disciplinary action listed below.
Permanent revocation of driving permissions and privileges;
Temporary suspension of driving privileges; or
Revocation of driving permissions and privileges with renewal.
Authority refers to any of the listed parties and personnel, these personnel hold utmost priority when it comes to this subsection and their orders must be followed in relation to the Vehicular Code.

Military Police Branch
The Military Police Branch serves as the primary authoritative body when it comes to traffic enforcement.
Administrative Department
Ethics Committee
The Ethics Committee reserves the right to change or make edits to this section as deemed fit, this includes but is not limited to; authoritative bodies, punishments, and more.
At no point in time should the Military Police Branch interfere with or hinder the operations of the Mobile Task Forces, doing so will result in disciplinary action as deemed fit by the Ethics Committee.
The determining of a punishment entirely depends on the Ethics Committee’s final decision on the matter.
Respective sections defining the allowed and prohibited behavior state if the offender shall be warned or punished. However, they do not state the respective punishment, therefore, a clause or section that does not state the specific punishment for a violation should be handled on a case-by-case basis and the punishment should be determined by the Ethics Committee.
Under no circumstance should a suspension of driving privileges last less than 3 days and no more than 7 days, unless:
The offender has caused a major traffic incident or has endangered other personnel, in which then the driver should receive a suspension of driving privileges of no less than 8 days and no more than 14 days; or
It is highly likely that the offender will commit the offense multiple times, in which the offender should receive a permanent revocation of driving privileges with appeal.
Anyone that commits four or more traffic violations in the span of three months should receive a temporary license suspension for a duration of 15 days.
Anyone that receives three or more temporary license suspensions in the span of six months, should receive a permanent license revocation with possibility of appeal.
Anyone that receives two or more permanent license revocations with appeal, should receive a permanent license revocation without appeal.
The relevant traffic authority may order the driver to not drive a vehicle until disciplinary action is invoked or until punishment is decided.
All drivers are required to drive at safe speed considering current conditions and circumstances. Drivers should slow down when approaching an intersection, crosswalk, checkpoint, etc. It is considered a violation for a driver to not adapt their driving speed to the ongoing conditions and present circumstances.
Unless specified elsewhere in this chapter, all drivers should maintain a driving speed of 61 studs-per-second or lower.
In a populated area, drivers are obligated to maintain a driving speed of 41 studs-per-second or less.
All drivers are to maintain a speed of 31 studs-per-second or less when approaching or near a checkpoint, crosswalk, or otherwise given traffic directions.
A speeding violation is to result in a warning unless deemed otherwise by a member of the Ethics Committee.
All drivers are required to abide by traffic control devices placed throughout the installation.
Failure to obey a traffic device will warrant a warning or further punishment per discretion of the Ethics Committee.
Disobeying a traffic control device for the purpose of any of the below reasons should not constitute disciplinary action.
Responding to an emergency or major crisis that is occurring within the facility.
Fleeing a threat or projected danger for yourself or someone else’s safety.
Responding to an event in which you have been requested in a rapid response fashion.
A driver is obligated to give way to a pedestrian who is in or about to enter a crosswalk.
A driver should give way to any oncoming traffic before making a left-hand turn.
On an uncontrolled intersection, a driver should give way to any vehicle located on their right-hand side.
A driver shall give way and clear way to any vehicle with its emergency lights on, or, any armored or armed vehicle that is clearly being used for the event of an emergency or any vehicle that is in operation by the Ethics Committee or Office of Internal Review and Records.
It is irrelevant if the offender believed that the vehicle wasn’t responding to an emergency if they had reasonable means to assume so.
“Give” or “Clear way” should also include pulling over to the side of the road in order to clear the way for a vehicle.
Unless provided otherwise within this section, any violation of the contents of this section, should result in a warning.
In the event that the offender intended to cause an accident or block the way of a vehicle, the individual should be punished accordingly.
Anyone who directly disobeys a traffic authority that is made for the sole purpose of controlling or diverting the movement or flow of traffic should receive a warning.
If the order given, in accordance with section 8, line 1, is made in an effort such as law enforcement (pulling over a vehicle, ordering the driver to step out a vehicle), peace, safety (diverting traffic flow in order to allow the safe travel of an anomaly), or security, the driver shall be punished.
Reckless driving - Anyone who drives in an erratic and careless manner that clearly represents a willful disregard for traffic safety and the safety of others, and for the continuity of traffic flow, is to be punished.
Careless driving - Anyone who, when driving, fails to show proper acknowledgement of their surroundings and blatantly ignores traffic safety and fails to apply reasonable effort to maintain a steady traffic flow or potentially endangered someone, shall be warned.
Causing a major vehicle accident - Anyone who, by incompletely following or disobeying a provision within the section, causes a major vehicle accident should be punished.
A “major vehicle accident” is defined as, causing a vehicle collision that results in interference with law enforcement, safety, or tactical operation, or with a foundation event, or a vehicle collision that results in interference with installation operations in general, such as a containment breach.
In accordance with section 10, line 4, members of the Mobile Task Forces or Security Department shall not be punished or warned for any violation of this clause that was required in order to quickly respond to an active event or indirect/direct threat of the safety of foundation personnel.
A threat is identified as; escaped Class-D personnel, a containment breach, enemy force, and a hostile entity or person.
Members of the Military Police Branch, Ethics Committee, and Office of Internal Review and Records shall not be punished or warned for any violation within this chapter if the violation made was necessary in order for the person to efficiently or effectively conduct their departmental duties in a timely manner.
No member of the Foundation should be punished for a violation of this clause that was necessary to evade an active indirect or direct threat to their safety and security.
Examples of this may include; escaping a containment breach, evading hostile forces, evading a rogue member attempting to or committing lethal force against a person or persons.
Considering the traffic privileges granted to the Mobile Task Forces, any member of the Mobile Task Forces that knowingly and purposely commits a violation listed within this clause without having valid reasoning to do so shall receive a temporary revocation of driving privileges or a permanent revocation of driving privileges. Department blacklist should be considered.
This line should not be enacted in the event that the violation is a minor charge or is deemed to be a slight infraction. “Minor” violation shall mean that the violation that was committed is deemed to be slight and not an indirect threat of negligence or danger to personnel and departmental duties, per the discretion of the Ethics Committee.
Anyone who misinforms or causes the misinforming of a traffic authority regarding the status of their or someone else’s ability to exercise any exceptions of sections 10, line 1 through section 10, line 4 shall be punished.
