2.1 RTOs that are not meeting the expectations set by RTU divisional policies and PLPD policies are subject to internal review and disciplinary action.
2.2 RTOs who fail to correct their conduct and/or performance after a prior internal review and/or disciplinary action are subject to further adverse action.
2.3 RTOs who receive external disciplinary action may also be subject to internal review and disciplinary action.
2.4 Traffic Command reserves the right to remove any officer from RTU if there is a reasonable belief that the officer is demonstrating performance below expected standards, with authorisation from the Head of Traffic.
3.1 RTOs who have received internal disciplinary action may be subject to Quality Control Patrols for role competence and performance assessment.
3.2 These QCPs will be conducted by Traffic Command.
3.3 RTOs are subject to internal action if they fail to respond to and/or attend a QCP, or following their QCP.
3.4 RTOs reserve the right to request another command member to conduct their QCP if they can prove without reasonable doubt that there is a conflict of interest or a ‘bias’. This issue must be raised within the initial private message regarding the QCP on PLPD.online.
3.5 All QCPs must be documented by the command member conducting the patrol and sent to a Traffic Lieutenant .
4.1 Road Traffic Officers who are removed from their role as a result of disciplinary action may be subject to a blacklist, preventing them from reapplying for the RTO position.
4.2 Officers who are not substantive RTOs may also be blacklisted from applying for the role.
4.3 Any blacklist will be issued at the discretion of the Head of Traffic.
4.4 The blacklist duration will be determined at the discretion of RTU Command, taking into account the severity of the officer's misconduct and/or actions.
4.5 RTU Command will keep a record of all backlisted members, documenting the reasons for the blacklist and its duration.
5.1 Any internal action taken by Traffic Command against a RTO may be appealed via a Helpdesk ticket directed to the Road Traffic Unit.
5.2 Appeals will be handled by the Head of Traffic.
5.3 For the purpose of this section, internal action will include but is not limited to:
Termination of an RTO's probation
Internal disciplinary action and/or demotion from RTU
The result of a QCP
Blacklists
5.4 Any person may appeal the marking of their RTO application which will be handled by a member of Traffic Command holding the rank of Lieutenant or above.
6.1 Any internal disciplinary procedures carried out under Section 2 run alongside Internal Affairs, they are not a substitute for complaints being submitted, rather an addition to allow Traffic Command to take internal action against underperformance.
