Overview
This is a document that is released to the public in regards to the limited intel that can be known to the public. This release of information can be transported anywhere within Red Cell, however, this is the most that the public will know about such information. This is to prevent misunderstandings in the future to ensure that there is some sort of limited transparency between the Red Cell and the Phantoms. This is only a small percentage of intel within Phantoms.
Released Intel
The following intel has been released to the public to prevent misunderstandings and to have a system of limited transparency between Phantoms & the public. Note that this is all the information that will be released to the public, and nothing more. This document additionally signifies the authority of any Phantoms Operative within the Red Cell in an effort to establish a known presence.
Any Phantom Operative of any rank cannot be commanded by any trooper of the Red Cell in exception to the Director and the Deputy of the Red Cell: Special Forces, Phantom Officers, the Council & Chancellor, and of course, the Administration. They do not have to obey Generals, or any other divisional officer. Phantoms operate on their own and only on their own. Operatives have their own orders and will disobey any unworthy command.
Phantoms operate on their own and only on their own, as stated above., therefore. Phantoms are silent. Phantom Operatives are required to stay silent at all times and only speak when given permission to by the Director and the Deputy of the Red Cell: Special Forces, Phantom Officers, the Council & Chancellor, and of course, the Administration. The only other time Phantom Operatives may speak is if it is absolutely necessary and there is no way around it.
In an instance of abuse of a Phantom’s power, or disregarding the laws that are to your concern stated above, Phantoms can be and only be punished by Phantoms High Command provided there is evidence of the crime. It is important that as such a strict and prestigious division, we uphold the standards necessary. Any and all evidence of abuse should be directed to the Alpha of Phantoms and/or the Divisional Overseer.
If an individual ever wishes to become a Phantom, it should be made known that it is required to be a part of the Red Cell Special Forces to even be considered for Phantoms. Many more factors come into play when choosing our Phantoms, but the first step to becoming a Phantom is being a part of Red Cell: Special Forces. We do not take lowly skills lightly, and one of the defining factors of a Phantom is being combatively able.
Conclusion
In regards to the above information the general public should be aware that it is against the rules of Red Cell to ask a Phantom for any further information about their duties or the sub-division as a whole.
