2.1 An observation report should be filled out by employees ranked Corporal or above after patrolling with a lower ranking officer, given the patrol lasted over 15 minutes, and the supervising officer witnessed enough to provide an insightful observation report.
2.2 Observation reports must be filled out in conjunction with any other documentation employees are required to submit.
2.3 A summary of how the officer conducts themselves and an overall explanation of where the officer is at in terms of professionalism, skill and law/policy knowledge should be provided.
2.4 Skill performance ratings should not contradict written statements.
2.5 Skill performance ratings should be filled out honestly and harshly.
2.6 Observation reports should be detailed and constructive.
2.7 Employees ranked Corporal and above should actively look for officers to patrol with and submit Observation reports.
2.8 Corporal and Sergeants are required to give a minimum of 2 observation reports per calendar month. Failure to meet these requirements will result in disciplinary action, and/or demotion.
2.9 The Chiefs of Department have the power to grant exemptions from this policy to specific people in certain cases. Specific cases include, but are not limited to, being a part of the server development team, server ownership or previously having served as the Chief of Department. This exemption is a token of appreciation for their commitment and contributions to the community. It is down only to the discretion of the Chiefs of Department on who is exempt.
2.10 Commanding officers have the power to set their own specific observation report requirements to their respective command team as part of the command team’s responsibilities. However, these requirements should be equal to or lower than the minimum of 2 per calendar month.
2.11 Observation reports deemed to be of poor quality will be deleted and not counted toward the monthly quota. Commanding Officers have the authority to take disciplinary action in such cases.
