Assess the area which needs to be contained.
Make sure you evacuate the area which needs to be contained and remind the civilians that if they fail to comply they are committing a criminal offense (section 6.5 of the Penal Code).
Remember that only Corporals equipped with the Remington 870 shotgun, supervisors, and TFU are generally supposed to enter the active scene of a contained incident.
Start to lay down barriers and cones around the perimeter of what needs to be contained.
Make sure the area you are containing is the smallest necessary area to not disrupt normal civilian life.
Make sure that the area is completely contained and that no citizen can run through any gaps.
Using a police cruiser can help block some parts and can provide cover if needed.
Make an advert or police broadcast stating that the area that is being contained is off-limits until further notice.
Make sure that you stick to the area you are assigned to, it is your responsibility.
If someone breaches the containment then you must inform a higher-up and detain the person in question as soon as you can.
If the person has nothing on them then you should let them go and escort them from the containment.
If a person keeps trespassing then detain them (Section 6.5 of the Penal Code).
If EMS is en route to the location make sure they have a clear path to enter the perimeter.
Make sure that no one else enters whilst you open the containment for EMS.
If there are a lot of people loitering around then call for an additional unit to help disperse them.
First, ask people politely to leave the area.
Warn the people that if they loiter you can charge them with 11.8.
If they fail to disperse then you can charge them with the failure to cooperate with a direction to leave notice (Sections 3.9, 6.5, 6.10 of the Penal Code).
Wait for a higher-up to clarify that the situation is “Code 4” before taking down the containment.
If there is a supervisor on the scene dealing with it and he/she says it's “Code 4”, ask over the radio if the containment needs to be lifted.
Make an advert or police broadcast stating that the area that was contained is open to the public once more.
