"You know that we have always walked a fine line in order to protect our cousins without becoming a danger ourselves. We dare not sacrifice our integrity - not in appearance, and certainly not in truth. At best, your methods would see us condemned as heretics."
If you're wondering whose turf Chicago belongs to, any demon within the city could tell you it's Sterrenhemel without a doubt. As the local free agency and strictly neutral party with eyes all over the city and hermetically sealed security, they specialize in the sharing of Symphony-based research and information among the city's Unchained populace with the goal of health and safety first and foremost. Founded by the demon Mnemosyne, an incredibly old and powerful champion of Hell, they've pioneered the concept of 'symphonic healthcare' - from cover dysphoria, stigmatic rehabilitation, rare emotional glitches, symphonic diseases, caring for burned demons, pactholder/demon relationships, to catching newly fallen demons, if you have a problem, Sterrenhemel can probably help you.

Mnemosyne, former Muse of Astronomy Urania, and currently the Arbiter of Memories. An extremely powerful demon in the director’s seat of Sterrenhemel, a humanitarian organization for pactholders, demons, and stigmatics, who appears to have achieved their personal hell and will do anything to maintain it as such. Mnemosyne has provided prefatory aid to the Midnight Cabal on multiple occasions, and would consider themselves vague allies - though in the end, they will always prioritize their own and their patients. They have a zero tolerance policy for betrayal, and were even known to keep Cedric Babineaux as a ‘guest’ in their hospital to probe for information after his treachery. They hold themself and their employees to a very high standard, and are known to make amends through favors and information trading.

A Guardian at his very core, Delphinus is one that not only cares for the physical safety of his charges and loved ones, but also their emotional and mental wellbeing. He comes off as kind, relaxed, and confident, but nevertheless exceptionally responsible, and has been known to surprise people with his intelligence despite his appearance. In reality, he is someone that often attaches himself emotionally to others, sometimes to the point it consumes him, and can be tripped up easily by new experiences. The man was once an angel that took the form of a November class nuclear attack submarine, designated K-8, or Кит-8, of which sank in the Bay of Biscay in 1970 due to his Fall.

Kannon Karvatsky was at first only Seif Al-Qamar’s psychiatrist, though now he would consider himself a friend of the Midnight Cabal and many of the members within. He was originally the one to reach out to the Cabal during the Mare infestation, and since then he has provided morale and emotional support to Cabal members during recent operations, as well as fantastic nights of sleep. He’s apparently more up to speed on much of the relevant Midnight Cabal drama than one might typically think, not that anyone knows that. Kannon also takes his job very seriously, as both a mundane psychiatrist and a symphonic confidant and ear to lend to those who need it most. He knows what happens when corruption goes unchecked, and constantly works to prevent that sort of tragedy from happening to others.
The newest member of Chicago's preeminent Free Agency, Static found a natural place in the Editorial under Pegasus' wing. There's no doubt that his onboarding would've gone smoothly, if not for the assassination of the incumbent mayor. Still, he's no stranger to crises, and it provided an opportunity to flex his prowess for doxxing annoying politicians and everyone even remotely connected to them. He knew working for Sterrenhemel would bring with it a type of trouble that he'd carefully avoided for much of his short life, and yet he has finally taken the risk all the same, seeking stability at the cost of - well, selling out, as some would put it. Though he doesn't breathe a word of his true reasons to anyone, perhaps it has something to do with his friends, one imprisoned by the Agency, the other reliant on it.
