"By the will of the Machine."
Observer Nine has always been an odd and disarming angel. Their hospitable personality belies the fact that they have served as the assistant to Echidna for many deploy-recall cycles, with their data collection leading to the experimentation and deaths of countless demons. Their most recent iteration has developed a strange interest in the Unscored as well - innocent enough in their eyes, yet enough to start them on the path of a slow yet methodical Fall. Before their rebellion could truly manifest, they found themself Abandoned, left to decay in the purgatory of having no master to please yet still a slave to their programming. No longer able to freely interact with their holy kin, they've taken up residence in Chicago under the supervision of Sterrenhemel. Their ex-mission, no doubt forming the basis of their Exiled parameters, marks them as a danger to everyone around them... yet also as a deep well of information for those who know how to make them talk.
Known as Cas by his coworkers and audience, Cassander is the proprietor and radio personality of Last Call, an indie radio station available in Chicago. A proud local, he graduated from UChicago with a BA in Communications and Journalism in 2016. Last Call was a personal project in his senior year, supported by one of his professors in media studies. Disillusioned by the state of Chicago's mainstream journalism - or rather, the restrictions and career grind he'd face in the industry - he decided to instead expand on Last Call, successfully nurturing his following over the years. The radio station focuses more on entertainment and commentary than "unbiased reporting", but he knows how to speak to the hearts of his listeners. Though Last Call hosts a multitude of segments, the station as a whole focuses on Chicago on the ground, frequently interviewing locals of renown and hyping up local businesses. Cassander never seems to run out of things to say, and he's always happy to hear from his audience.
A Messenger that manifests in Chicago's postal service, it is apparently responsible for various strange letters occasionally sent to individuals within the city. Its letters are said to incite change. It has been referred to with different aliases, depending on the contents of the discovered letter, but it has since been determined that it is a singular entity. Observer Nine claims to have received a "strongly worded letter" from it, to which the Exile responded with information on the Etiquette-Sterrenhemel safehouse.
The Guardian in charge of the AMLGM Power Plant, the entity has a deal with Sterrenhemel, allowing the Agency to draw in waste aether from Chicago's Grand Matrix for their own purposes. The angel suffered some minor setbacks during the attack by the sliver known as B.R.O.T.H.E.R., but has presumably recovered from their multiple untimely deaths. It appeared to have some kind of arrangement with Dr. Echidna and Observer Nine, allowing the former's laboratory to latch onto the power plant to draw power during its short stay in Chicago.
Insinuated to be an angel by a questionable source, the mention of Miss Chicago brings to mind a particularly uncanny statue in the city sometimes affectionately called by the name - Miró's Chicago, or 'The Sun, The Moon, and One Star' as the statue's full name. The rumor mill also speaks to it as an angel... but who really knows?
The Destroyer that sundered the original Signal Boost and Haystack in 2012. Apparently manifesting out of the traffic lights that the Rings had been sabotaging, little is actually known about this particular entity. Mr. Static refers to it as "the radiant angel", for the overwhelming, blinding light it generates.
