Between September 22 and October 23, the Sun transits Libra, and the annual period is ruled by Venus. It's also the time of the autumnal equinox (Northern Hemisphere) and Spring equinox (Southern Hemisphere), when day and night are of very similar length. This time of great balance between light and darkness is expressed by I Ching as two hexagrams that also balance the relation of Hemispheres: P'i Stagnation (12) for the Autumn season, and T'ai Peace for the Spring season. This second annual cycle of the Newsletter also includes predictions for the first month of each season.
In the Egyptian Tarot, the number 17 is the number of Libra. The arcane is Hope and, along with the Aquarian and Marseille cards, they refer to diverse meanings that light itself may acquire: what is above related to the ascension to the stars, what is below related to a child seeing light at birth. And, in both places, there's darkness, either.
Libra is the sign of relationships, art and interpersonal dance. Its best-known symbol is the scales, eternally seeking balance in relativity. And, since it's about personal relationships, this Newsletter delivery includes an article to meditate on them from an astrological perspective.
Finally, Libra is associated to three Norse runes. In the calendar, the first of them is Kaun (Kenaz), and is the continuous sound during the passage from Virgo to Libra.

Northern Hemisphere
Natural cycle. In it, the expansion and contraction of beings and things always happen, at their own pace and time.
P'i Stagnation (12). Production cycle towards heaven.
P'i represents decreased vitality: matters don't have much chance of lasting or bearing fruits, or at least there won't be a receptive context or environment. In private matters, there's a lack of the necessary qualities, knowledge or practical skills, or there are weak intentions. At this time of the year, making decisions benefit no one, and actions clearly lead to the deterioration of everything and everyone. The causes that decrease vital energy can also come from the environment. The hexagram suggest abandoning, letting go, leaving it to chance, ceasing to push forward, since the act has already been played out. If still insisting on desires, P'i indicates that there's no receptivity and that the energy doesn't circulate. Without free space, then ideas, thoughts, tasks, and people are witnessing their own deterioration.
Forecast. Other movements happen within the framework provided by the natural cycle.
HSIAO KUO Preponderance of the Small (62). Complement: FENG Fullness (55)
It's a forecast of ignition. The forms that were preserved, the certainties that served as foundation and support, will give way. It's a month to make internal things visible: treasures and reserves will no longer be hidden or guarded, and will be used to progressively calm what happens in the external world, outside doors, in the social sphere, and shared actions. After raising awareness and clarifying understanding, greater tranquillity can be achieved, and some disturbing circumstances can be somewhat calmed. It'll not be a month to look away, but to face matters in all their magnitude and importance.
Southern Hemisphere
Natural cycle. In it, the expansion and contraction of beings and things always happen, at their own pace and time.
T'AI Peace (11). Reductive cycle towards the earth.
After vigorous, open, and sustained actions over time, the affairs now seem to be working together (even if those actions weren't entirely measured or harmonious). Perhaps there isn't necessarily equality, similarity, or satisfaction, but rather a temporary arrangement between beings and things. Communion and the assumption of specific places and attributes come at a cost, and this is accepted as such. The hexagram suggests reflecting on what is best and possible given the circumstances. The best relates to what makes motion possible. In any case, we must look at the situation carefully since the current conditions may change, and the arrangements could fall apart. Furthermore, there's something vital in the present moment that prevents deterioration (perhaps a resource, specific conditions, or someone on whom people depend).

The forecast begins with the image of the wind fanning a fire: it animates and keeps it alive, and regulates it with variable strength, allowing for the careful cooking of a tasty and special meal. But all this could be lost when the care and singular attention change and are replaced by antagonisms and struggles to prevail (instead of disappearing). It should be noted that the situation at the beginning of the month includes unidirectional tendencies, that beings and things don't always complement each other, that the most general situations don't attract people to each other. The tension will be enough to prompt a reshuffling of the cards, and this move will go on for quite some time. And, of course, the previous work will be lost along the way.

The sign of the scales and relationships can significantly alter the environment because it is so immersed in it. It also tells of intensity, sexuality, fertility and creativity, especially in craftmanships and magical activities. In general terms, there's light, heat and transformation: the vision remains clear even inside of complicated situations, and intuitive solutions can be reached based on knowledge, illuminations and revelations. In forecasts, the same light and intensity cause negative omens, such as discomfort, illness, and loss of color.
Gebo. [Phonetics: g] Translated as "gift," it's likened to the spokes of a wheel. It refers to the exchanges between a person and the environment, such as the acts of breathing in and out. It indicates generosity, friendly relations, collaboration, and reciprocity within the framework of laws, contracts or oaths. Predictively, it foretells a partnership or marriage, commitments, and business ventures. However, if reversed, it indicates greed, deprivation, enmity and jealousy, imbalance, destruction, and the predominance of one of the parties.
Wunjo. [Phonetics: w] It's translated as joy and pleasure. It indicates harmony, fulfilment, salvation, happiness, prosperity, comfort, wellness and ecstasy. It heralds a period of calm and peace.
