Effective Date: 2023-10-17
In the unfortunate event of a hostage situation, the responding officers are responsible for initiating negotiations with the hostage-taker(s) to ensure the safe release of the hostage. It is crucial that all demands made by the hostage-takers are promptly and clearly communicated to all officers on-scene via radio. This enables the entire team to prepare and respond effectively. In cases where the officer communicating the demands is not a supervisor, a supervisor will be the one to accept or deny the demands.
During a hostage situation, only one demand per hostage is permitted. It's important to note that free passage will be granted during the hostage situation. However, it's vital to understand that this offer becomes void if the hostage is harmed or is no longer safe inside the building.
This protocol emphasizes the significance of communication, clarity, and timely response in ensuring the safety of all individuals involved in a hostage situation.
