At this level, muscle control has been established over most of the lower sternocostal part of the pec major but the performer has yet to master that established control to make a flawless and effortless performance. He also usually has yet to extend control over the upper end of the lower sternocostal head.
Some performers of this level use slight arm movements to trigger and/or isolate the pectoral muscles.

Football player performs an accelerating lower pec bounce up to pec shake level.
Notice the fidgets of his arms which facilitate him in isolating and controlling the accelerating flexes of his pectorals.
The transition from pec bounce to pec shake with this performance is due to inability of reaching the maximum potential bounce frequency, not because the muscles have reached speeds that have no time to fully relax.
