Muscle control: Biceps bounce

Physiologically, bicep bounce is probably the repetitive attempt of the biceps brachii muscles to drag the forearm within the upper arm. Exactly because the forearm remains still, the biceps brachii are moving up, causing the bounce effect.
Biceps are harder to gain control over than pecs. Positioning is critical for successful bicep control performance, especially for beginners.
The easiest positioning for performance and practice is a pose close to the abdominal & thigh pose (only here, the hands are on the back of the neck and not fully extended and the biceps are relaxed). A more difficult positioning is the double biceps pose (with relaxed biceps to be able to perform, of course).
